ABOUT LCI
The mission of LCI is to provide meaningful employment for the blind and visually impaired. We accomplish this in four ways:
ABOUT THIS ROLE
Singularly responsible for Southeast Region Navy Hazmat operations which includes eleven stores operated by five independent agencies that generate annual sales in excess of $4, 000, 000. Spearheads investigative analysis that include all required reports are submitted to the Navy on time to ensure critical responses are provided. Must ensure all agencies employees are Hazmat trained and have proper certifications.

Location: Various
Monday-Friday (hours can vary)
Travel: At a minimum, annual visits to each of the eleven store is required. Other travel requirements as needed.
KEY RESPONSIBILITIES
Supervises 1 LCI employee and works with all LCI Hazmat Navy techs. Acting as the Contract’s Prime, provides frequent oversight and guidance to all Navy hazmat stores within the Navy Southeast Region.
Communication with DLA, commercial vendors, NIB, eleven hazmat stores, Navy hazmat personnel, subordinates, customers and other LCI senior leadership and managers.
Very limited oversight, with monthly goals and annual performance reviews.
Responsible for executing all aspects of Navy hazmat operations, ensuring that the eleven hazmat sites operate in compliance with the existing Navy-LCI Hazmat Prime contract.
Represents NIB and the five agencies in all forms of communication with the Navy. Communication includes, but is not limited to, weekly, monthly and quarterly reports, annual inspections – inventories, assistance visits, training compliance and responding to all Navy inquiries. It is this position’s responsibility to represent all stores and NIB in any negotiations that will potentially modify the existing or future contracts.
Develops and maintains standard operation procedures to ensure seamless integration of all hazmat operations. Includes ensuring proper safety protocols are adhered to by all agency personnel and that material is correctly ordered, received, properly stored, handled and issued.
Develops and administers sub-contracts for the remaining four agencies that operate seven stores to ensure consistency and compliance with all Navy, federal, state, and local directives.
Oversees all aspects related to the Navy Hub operation to include, but not limited to inventory management, storage and issuance of hazmat. Ensures that personnel from all agencies receive the proper federal, state, local and Navy contractually required training.
While performing the position’s duties, the incumbent is in a moderate office environment or walking and standing in a hazmat store which normally has a cement floor. The manager is regularly required to sit; stand; walk and use his/her hands.
QUALIFICATIONS
College graduate or equivalent operational background with five years relevant experience. Advanced military experience working with hazmat is preferred.
Ideal candidate would be an existing BSC manager who worked extensively with hazmat in his/her current and/or previous positions. An added plus is senior military experience working with and handling hazmat. Extensive knowledge of the DOD logistics and hazmat management systems are essential. Candidate must have the ability to successfully represent LCI, NIB and the other four agencies in all hazmat related responsibilities. Ability to represent this group in responding to Navy inquiries / requirements and ensuring contract compliance. Candidate must be well versed in hazmat training requirements.
Ability to negotiate contract pricing and delivery terms with established and new vendors. Strong cognitive skill, including problem analysis, decision making, financial and quantitative analysis. Ability to successfully and strategically interact with NIB and other agency personnel that operate Hazmat stores to ensure that contractual commitments are achieved and maintained. Represents agencies in all negotiations with the Navy. Provides analysis of data from multiple ERP systems, ensuring accuracy of contractually required report submissions to the Navy and NIB. Ability to seek out alternate sources of supply to ensure that hazmat is made more readily available to the eleven stores and their customers.
