Description:
Under the general direction of the Director of Airport Properties and Airline Affairs, the Senior Real Estate Project Manager is responsible for projects from inception through completion, conducting negotiations, contract writing and interpretation, and team leadership. This position operates within tight timelines and has a high attention to detail and full accountability to achieve objectives. The incumbent provides business and technical analysis, contract expertise, and impeccable customer service to internal and external customers in compliance with regulatory and airport policies and procedures to meet business, contract, and revenue goals.

COMPENSATION: $104, 096 - $115, 026 Based on Experience
ESSENTIAL FUNCTIONS
Develops, drafts, analyzes, interprets, and manages aeronautical and non-aeronautical leases, use and lease agreements, operating agreements, letters of intent, memoranda of understanding, and airline-related service agreements.
Proactively manages and takes accountability for documents through the Board/CEO approval process, including drafting Board documents, gathering necessary documents, and tracking internal approvals.
Works with internal and external departments and legal counsel to ensure contractual compliance with Federal, State, local rules and regulations and Authority policies and procedures.
Manages projects to include successful onboarding of airlines and airline support companies.
Acts as a liaison between Authority and airline support tenants.
Coordinates site visits and provides meaningful insight as to how proposed actions may impact airline and airline support tenants.
Establishes effective project/program outcomes, creates project schedules, and takes responsibility for successful completion of project.
Interacts with stakeholders to identify and meet contractual and facility needs, including site visits on airport property.
Prepares, evaluates, awards, and manages solicitations for professional services, including surveys, appraisals, and title searches.
Establishes effective project/program outcomes and schedules.
Prepares and monitors project budgets, monitors allocated funds, and controls expenses.
Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS
In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
QUALIFICATIONS
Bachelor's Degree in Public or Business Administration, or related field.
Three (3) years experience in contract writing and program/project management.
Or an equivalent combination of education, training, and experience.
PREFERRED QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of business negotiations, contract law, project management, and financial analyses.
Knowledge of airport operations, with demonstrated emphasis on interactions and relationships between the airport, airlines, and ground handlers.
Knowledge of real estate development.
Knowledge or project management principles and methodologies.
Ability to communicate effectively orally and in writing.
Ability to establish and maintain effective working relationships with others within and outside the Authority.
Ability to handle restricted, sensitive, and confidential information.
Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
