GENERAL DESCRIPTION
Under the general direction of the Director of Finance, the Sr. Manager of Financial Planning & Analysis is responsible for overseeing the budgeting and financial planning for the Authority. This includes managing the annual operating budget process, from setting guidelines and timelines for the executive team to producing the budget book and supporting analysis for the Board. The role also involves managing budget amendments and the capital equipment budget and reallocating funds as needed throughout the fiscal year. Additionally, the Senior Management of Financial Planning and Analysis reviews and updates budget-related policies and procedures, manages multi-year cash projections for the Authority's accounts, and makes recommendations regarding debt issuance timing and sizing.

ESSENTIAL FUNCTIONS
Leads the preparation and review of comprehensive budget analyses, directing leadership throughout the Authority to ensure consistency, alignment with organizational objectives, and support for informed, data-driven decision-making
Creates and presents comprehensive budget guidelines for executive leadership, driving alignment between fiscal policy, operational needs, and strategic vision
Direct, research, and compile data for the budgeted business plan, as well as actual rates and charges, supporting signatory airlines recognized net investment and the Authority’s investment return summaries.
Evaluates and updates budget policies and procedures, offering expert support and direction to Authority staff to ensure consistency, accuracy, and fiscal accountability.
Coordinates budget-related documents for presentation to the airlines and the Authority’s Board.
Oversee the equipment budget and create, distribute, and summarize departmental operating and equipment budget submission forms while providing training and guidance to Authority staff.
Manage the execution of debt service transfers across bonds in partnership with the master trustee, and generates comprehensive financial data for sinking and reserve fund monitoring.
Prepares detailed monthly multi-year cash projections for the Authority's cash accounts, covering cash needs and funding sources for its capital program, including grants, fees, and bank notes, while recommending timing and magnitude for bond issuances.
Directs the preparation of the annual enplanement and passenger facility charge collection projections for Federal Aviation Administration reporting requirements.
Analyzes trends and develops financial models to evaluate pricing strategies, contract performance, and capital planning related to operations.
Maintain and update the Authority’s 25-year financial model, incorporating capital planning, debt service, and operating projections to support strategic decision-making and long-range financial sustainability.
Manages all financial aspects of the Customer Facility Charge (CFC) program, including revenue tracking, debt service analysis, fund compliance, and long-term financial planning for facility-related obligations.
Directs the development and implementation of the Authority’s cost allocation strategy to ensure equitable distribution of expenses across funds, programs, and departments in accordance with accounting standards, regulatory requirements, and Authority directives.
Accountable for the well-being and support of their direct reports, providing individual training for their job responsibilities and offering mentorship.
Evaluates the work performance of direct reports; engages in transparent performance check-ins and appraisals and takes necessary corrective action or disciplinary measures when required.

COMPETENCIES
REQUIRED FOR ALL HCAA JOBS
QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)
Bachelor’s Degree in Accounting, Finance, or related field.
Six (6) years experience in accounting, finance or related field
Three (3) years supervisory experience.
Or equivalent combination of education, training, and experience.
Must possess a valid Florida Driver License.
PREFERRED QUALIFICATIONS
Master’s Degree – Accounting, Finance, or related field.
KNOWLEDGE, SKILLS, AND ABILITIES
Strong knowledge of payroll systems and processes, including data entry, payroll calculations, and tax withholding.
Knowledge of federal and state payroll regulations, including IRS guidelines, Fair Labor Standards Act (FLSA), and Workers Compensation laws.
Strong knowledge of accounting principles, as they relate to payroll and financial reporting.
Knowledge of payroll software and ERP systems (e.g., Oracle, UKG, etc.) and proficiency in Microsoft Excel for data analysis and reporting.
