GENERAL DESCRIPTION

Under the general direction of the Director of Finance, the Senior Manager of Financial Operations oversees payroll, accounts receivable, and revenue for the Authority. This role serves as a critical resource to the Director of Finance in executing strategic and process improvement initiatives while interpreting and communicating relevant regulations and procedures. Additionally, they coordinate with various stakeholders to provide solutions and resolve conflicts, ensuring smooth operational processes. This position will be responsible for the proper recording and invoicing of all tenant and Authority revenue.

COMPENSATION: $120, 000.00+ Based on Experience


ESSENTIAL FUNCTIONS

  • Provides strategies oversight and comprehensive management of the Authority's entire payroll process, ensuring alignment with organizational policies, regulatory compliance, and operational efficiency.
  • Provides authoritative guidance to cross-departmental leadership, including Finance and Human Resources, on payroll-related laws and compliance matters, proactively shaping policies and practices across the Authority.
  • Interprets and articulates complex payroll regulations, policies, and procedures to internal and external stakeholders; serves as a senior representative of the Authority and payroll function at organizational meetings, regulatory forums, and public events.
  • Maintains enterprise-wide compliance with federal and state regulatory requirements; leads coordination efforts with external agencies and internal departments to streamline communication, enhance service efficiency, and reduce risk exposure.
  • Leads and validates the Authority’s end-to-end billing processes, ensuring all invoicing activities are accurate, timely, and aligned with financial policies, contractual obligations, and audit standards
  • Provides high-level oversight of monthly tenant activity reporting, verifying accuracy and consistency while fostering strong partner relationships and safeguarding the Authority’s financial reporting standards.
  • Supports the annual rates & charges process, including reviewing the setup and administration of all contract changes, air service incentive program (ASIP) participants, and new tenant relationships.
  • Coordinates the execution of the monthly collections process, maintaining procedural integrity and ensuring past due accounts are addressed with diligence, transparency, and alignment with the Authority’s financial practices.
  • Oversee proper collection of annual Passenger Facility Charges (PFC) to ensure compliance with Federal guidelines.
  • Partners in the planning and execution of ERP system upgrades, offering oversight, testing leadership, and administrative guidance to drive functionality, data integrity, and long-term system performance.
  • Manages the Authority’s inbound revenue strategy, including adherence to standard procedures, audit recommendations, and future process improvements.
  • Oversee financial performance and reporting for parking, ground transportation, and pre-book parking programs, ensuring accuracy in revenue tracking, forecasting, and variance analysis.
  • Collaborates with operations, commercial, and technology teams to support data-driven decisions that optimize revenue generation and enhance customer accessibility in parking and mobility services.
  • Reviews monthly bank reconciliations and account statements to ensure accuracy, identify discrepancies, and verify compliance with internal controls and financial policies.
  • Accountable for the well-being and support of their direct reports, providing individual training for their job responsibilities and offering mentorship.
  • Evaluates the work performance of direct reports; engages in transparent performance check-ins and appraisals and takes necessary corrective action or disciplinary measures when required.
  • Ensures that direct reports comply with authority standards regarding personal appearance, fostering a professional work environment.
  • Oversees the maintenance and accountability of all direct reports' equipment, ensuring adherence to established guidelines and promoting operational efficiency.
  • Regular and reliable attendance is required as an essential function of the position

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
  • Complies with all HCAA Policies, Standard Procedures, Rules and Regulations, and Operating Directives.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

  • Bachelor's Degree in Accounting, Finance, or related field.

  • Six (6) years experience in accounting, finance or related field.

  • Three (3) years supervisory experience.

  • Or equivalent combination of education, training, and experience.

  • Must possess a valid Florida Driver License.


PREFERRED QUALIFICATIONS

  • Master’s Degree in Accounting, Finance, or a related field.

  • Certified Public Accountant


KNOWLEDGE, SKILLS, AND ABILITIES

  • Strong knowledge of payroll systems and processes, including data entry, payroll calculations, and tax withholding.

  • Knowledge of federal and state payroll regulations, including IRS guidelines, Fair Labor Standards Act (FLSA), and Workers Compensation laws.

  • Strong knowledge of accounting principles, particularly as they relate to payroll and financial reporting.

  • Knowledge of payroll software and systems (e.g., ADP, Paychex, etc.) and proficiency in Microsoft Excel for data analysis and reporting.

  • Ability to establish clear direction, motivate teams, and foster a work culture focused on ongoing leadership and performance goals.

  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with others within and outside the Authority.
  • Ability to handle restricted, sensitive, and confidential information.
  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
