Description:

Under the general direction of the Director of Finance, the Senior Manager of Capital Accounting plays a critical leadership role in overseeing the financial management and reporting of the Authority’s multi-billion-dollar capital program, ensuring the integrity and transparency of capital asset accounting across the organization. This position leads the accounting oversight of major infrastructure investments, including airport expansion projects, bond-funded initiatives, and federally funded programs such as FAA grants—while ensuring compliance with GAAP, GASB, and regulatory requirements. The role partners closely with Engineering, Planning, and executive leadership to provide financial insight throughout the full lifecycle of capital projects, from planning through completion and capitalization. The ideal candidate combines deep technical accounting expertise with strategic leadership to strengthen internal controls, enhance financial reporting, and support the long-term growth and modernization of the airport.

COMPENSATION: $125, 000 - $145, 000 Based on Experience


ESSENTIAL FUNCTIONS

  • Lead all accounting and financial reporting related to capital assets, including additions, disposals, transfers, and depreciation.

  • Oversee construction-in-progress (CIP) accounting, ensuring accurate project cost accumulation and timely capitalization of completed projects.

  • Ensure proper classification of capital versus operating expenditures in accordance with GAAP and applicable GASB standards.

  • Review and approve capital-related journal entries, reconciliations, and fixed asset subledger activity to ensure completeness and accuracy of financial records.

  • Establish, maintain, and continuously improve internal controls over capital expenditures, asset management, and related financial processes.

  • Ensure compliance with GAAP (FASB or GASB, as applicable), regulatory requirements, and internal policies.

  • Support preparation of the Authority’s annual financial statements, including capital asset schedules, footnote disclosures, and audit support.

  • Partner with Planning and Development, Facilities, Procurement, and IT teams to ensure accurate financial tracking of capital projects and asset lifecycle management.

  • Serve as the primary liaison with external and internal auditors on all capital accounting matters and audit requests.

  • Monitor and interpret evolving accounting standards and regulatory guidance, evaluating impacts to the Authority’s capital accounting practices.

  • Establish and maintain strong internal controls over capital expenditures and asset management.

  • Identify and implement process improvements and system enhancements to strengthen efficiency, transparency, and data integrity within capital accounting operations.

  • Lead, mentor, and develop capital accounting staff while fostering a culture of accountability, collaboration, and continuous improvement.

  • Provide capital asset reporting, analysis, and insights to finance leadership and executive management to support strategic decision-making.

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
  • Complies with all HCAA Policies, Standard Procedures, Rules and Regulations, and Operating Directives.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

  • Bachelor's Degree in Accounting, Finance, or a related field.

  • Certified Public Accountant

  • Six (6) years of progressive accounting experience, with significant focus on capital accounting, fixed assets, or construction accounting.

  • Two (2) years of supervisory experience.

  • Experience in large, complex organizations with significant capital programs.

  • Public sector or infrastructure experience (if applicable) preferred.


PREFERRED QUALIFICATIONS

  • Master’s Degree in Accounting, Finance, or a related field.

  • Public sector or infrastructure experience


KNOWLEDGE, SKILLS, AND ABILITIES

  • Strong knowledge of GAAP and capital accounting standards (GASB or FASB).

  • Expertise in fixed asset systems and ERP platforms.

  • Advanced Excel and financial analysis skills.

  • Strong analytical, organizational, and problem-solving skills.

  • Ability to communicate complex accounting concepts clearly to non-finance stakeholders.

  • Proven leadership and team development experience.
