GENERAL DESCRIPTION

Under the general direction of the Senior Manager of Employee Relations and Talent Acquisition, the Senior Human Resources Business Partner plays a key role in talent acquisition, employee benefits, compliance, and various Human Resources (HR) functions. This role serves as a strategic partner to employees and management, focusing on aligning HR initiatives with business objectives to drive organizational success. This position oversees onboarding and offboarding processes, coordinates retirement, supports employee engagement events and leverages HRIS systems for data management and reporting. With a focus on fostering a positive workplace culture, this role guides and supports leadership on HR-related issues and best practices.

COMPENSATION: Starting at $85, 000 based on experience

ESSENTIAL FUNCTIONS

· Ensures the highest level of service is provided to all candidate, hiring managers, and employees.

· Provides timely responses to inquiries and follow-up regarding the recruitment process.

· Leads the recruitment process, from job postings to candidate selection, ensuring a diverse and qualified talent pool.

· Conducts interviews, reviews assessments and collaborates with hiring managers to assess candidates’ qualifications.

· Manages employee benefits programs, including health, retirement, and wellness initiatives.

· Provides benefits information during new employee orientation and one-on-one meetings.

· Supports employees during life events, providing guidance on benefits and resources available.

· Ensures adherence to employment laws and regulations.

· Develops and maintains job classifications and position control documentation to meet organizational needs.

· Manages employee onboarding and off-boarding procedures, including exit interviews and final paperwork.

· Administers leave policies, ensuring compliance with applicable laws and internal procedures.

· Regularly review and coordinate updates on HR procedures and policies to reflect best practices.

· Maintains accurate and confidential personnel records, ensuring compliance with data protection regulations.

· Generates and analyzes HR reports to support decision-making and identify trends.

· Utilizes HRIS systems for data management and reporting, ensuring information accuracy and integrity.

· Collaborates with leadership to develop HR strategies that support business goals.

· Provides guidance and coaching to managers on HR-related issues and best practices.

· Triages incoming HR requests, respond to employee questions and escalates more complex issues to the Senior Manager.

· Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
  • Complies with all HCAA Policies, Procedures, and Standards.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

· Bachelor’s Degree in Human Resources, Business Administration, Public Administration, or related field.

· Three (3) years experience in Human Resources, with a generalist focus on talent acquisition, benefits, and employment compliance.

· Or equivalent combination of education, training and experience.

· Must possess a valid Florida Driver License.


PREFERRED QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

· HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP).


KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of FMLA, workers' compensation, and leave administration.
  • Knowledge of human resource laws, regulations, and best practices.
  • Knowledge of HRIS platforms, systems or technologies.
  • Skill in effective interpersonal relations and negotiation.
  • Skill with organizational, project, and time management, with a proven ability to meet deadlines.
  • Skill in Microsoft Office Suite or similar software applications.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Ability to maintain work-related records and prepare reports accurately.
  • Ability to analyze data and use insights to drive decision-making and improvements.
  • Ability to manage multiple projects simultaneously while adapting to changing priorities.
  • Ability to be a collaborative team player with a proactive approach to problem-solving.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with others within and outside the Authority.
  • Ability to handle restricted, sensitive, and confidential information.
  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
