GENERAL DESCRIPTION
Under the general direction of the Senior Manager of Risk and Safety, the Risk Management Specialist is responsible for identifying, assessing, and mitigating risks that may affect the Authority's operations and objectives. This position involves analyzing risk data, developing risk management strategies, and implementing policies to minimize potential losses. The Specialist will also collaborate with various departments to ensure compliance with regulatory requirements. Additionally, the role includes preparing reports on risk assessments and providing training to staff on risk management practices and procedures.

COMPENSATION: $65, 000 and up based on experience

ESSENTIAL FUNCTIONS
- Reviews and approves certificates of insurance from contractors, subcontractors, vendors, suppliers, and tenants to ensure compliance with contractual insurance requirements, including project closeouts.
- Monitors and tracks certificates of insurance, issues notices of pending expirations to ensure continuous compliance.
- Communicates and follows up with insurance agents, contractors, and vendors to obtain corrected or renewal certificates of insurance as needed.
- Generates compliance and other reports from the certificate of insurance tracking database for management review and decision-making.
- Establishes contractual insurance coverages and limits, including those related to the Authority Tenant Work Permit and General Aviation operations.
- Reviews proposed solicitations, contracts, and agreements to ensure they include acceptable insurance language, coverages, and limits.
- Conducts audits of new contracts to ensure all insurance requirements are monitored and tracked throughout the life of the contract.
- Processes requests for Authority certificates of insurance from third parties, ensuring timely and accurate responses.
- Verifies performance and payment bonds with issuing institutions or banks to ensure compliance with contractual obligations.
- Supports efforts to identify, control, and plan for institutional risks through data collection and analysis related to insurance policies and renewals.
- Participates in facility inspections as necessary to assess compliance with safety and risk management protocols.
- Represents the Enterprise Risk Management (ERM) Department at Pre-Bid Conferences, providing insight on risk management requirements.
- Responds to personal injury and property damage reports, coordinating necessary follow-up actions and documentation.
- Assists with various banking-related functions such as wire transfers, stop payments, and reconciliations to support the financial operations of the Authority.
- Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS
- In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
- Complies with all HCAA Policies, Standard Procedures, Rules and Regulations, and Operating Directives.
QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)
· High School Diploma or valid equivalent.
· Two (2) years related experience.
· Or equivalent combination of education, training, and experience.
· Must complete Criminal Justice Information Services (CJIS) within 30 days of hire.
· Must possess a valid Florida Driver License.
PREFERRED QUALIFICATIONS
· Experience in PROPworks Property and Revenue Management System or a similar risk management information system.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of risk management principles, practices, and regulatory requirements, including familiarity with insurance coverage types and claims processes.
- Skill in analyzing risk data and preparing detailed reports on findings, trends, and recommendations for management review.
- Skill in using Microsoft Office applications, particularly Excel and Word, for data management, reporting, and correspondence.
- Ability to collaborate with various departments to promote a culture of risk awareness and ensure compliance with risk management policies.
- Skill in project management, allowing for the coordination of multiple tasks and initiatives to achieve organizational objectives effectively.
- Ability to use initiative, think independently, and exercise sound judgment when making decisions related to risk assessment and management.
- Ability to communicate effectively orally and in writing.
- Ability to establish and maintain effective working relationships with others within and outside the Authority.
- Ability to handle restricted, sensitive, and confidential information.
- Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
