Description:

Under the general direction of the Vice President of Operations, the Director of Airport Operations and Emergency Management is responsible for overseeing Airfield Operations, the Airport Operations Center, and Emergency Management. This role involves directing airside operations' day-to-day safety, security, and efficiency while establishing strategic direction for preparing, mitigating, responding to, and recovering from incidents or emergencies. The Director collaborates with various stakeholders, including federal and state agencies, to ensure compliance with regulations and enhance the overall operational effectiveness of the airport. Additionally, this position involves leadership responsibilities, including staff development, and fostering a culture of safety and collaboration within the organization.

Requires availability for emergency call-in.

COMPENSATION: $160, 000.00 - $185, 000.00 Based on Experience


ESSENTIAL FUNCTIONS

  • Ensures compliance with all applicable federal and state regulations while enforcing the Authority's operational policies, procedures, rules, regulations, and operating directives.

  • Monitors airport operations to deliver safe and efficient services to all airport users.

  • Serves as a key member of the Airport's incident management team during emergency responses, providing leadership and making critical decisions to resolve public unrest and manage equipment mobilization.

  • Develops and implements changes and enhancements to operational procedures to continuously improve airport operations.

  • Recommends improvements or expansions to policies, procedures, and facilities that enhance safety, resilience, and the customer service experience for passengers and airlines.

  • Manages the budgets and resources effectively to support airport operations and emergency management initiatives.

  • Acts as a liaison and principal representative of the Authority to the FAA, TSA, State of Florida, FDLE, Hillsborough County, and City of Tampa officials, facilitating communication and collaboration.

  • Oversees all roles in the Emergency Operations Center (EOC) before, during, and after events, facilitating timely and comprehensive situation updates and damage assessments during emergencies.

  • Accountable for the well-being and support of their direct reports, providing individual training for their job responsibilities and offering mentorship.

  • Evaluates the work performance of direct reports; engages in transparent performance check-ins and appraisals and takes necessary corrective action or disciplinary measures when required.

  • Ensures that direct reports comply with authority standards regarding personal appearance, fostering a professional work environment.
  • Oversees the maintenance and accountability of all direct reports' equipment, ensuring adherence to established guidelines and promoting operational efficiency.
  • Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
  • Complies with all HCAA Policies, Standard Procedures, Rules and Regulations, and Operating Directives.

QUALIFICATIONS

  • Bachelor’s Degree in Public or Business Administration, Airport Management or related field.

  • Eight (8) years experience in managing operations at a large or medium hub airport.

  • Four (4) years supervisory experience.

  • Or equivalent combination of education, training, and experience.

  • Must possess a valid Florida Driver's License.


PREFERRED QUALIFICATIONS

  • Master's Degree in Public or Business Administration, Airport Management or related field.

  • CJIS/FDLE regulatory experience or other regulatory agency coordination, engagement, and accountability.

  • Part 139 regulatory experience.

  • Associate Emergency Manager (AEM) or higher credential within the International Association of Emergency Managers (IAEM).

  • Accreditation as a Certified Member (CM) by the American Association of Airport Executives (AAAE) and/or AAAE Airport Certified Employee (ACE) Airfield Operations credential.

  • Knowledge of Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations governing airport operations.
  • Knowledge of emergency response procedures and ability to develop and implement emergency plans.
  • Knowledge of airport operations, maintenance, and other airport-related activities
  • Knowledge of federal, state, and local rules and regulations pertaining to airport operations and security.
  • Knowledge of best practices in customer service, enhancing the passenger experience and operational efficiency at the airport.
  • Demonstrated effectiveness in people management and employee development, promoting growth and performance.
  • Capacity to command respect and manage partnerships effectively, valuing honesty, accountability, and integrity.
  • Ability to establish clear direction, motivate teams, and foster a work culture focused on ongoing learning and performance goals.

  • Ability to establish and maintain effective working relationships with others within and outside the Authority.
  • Ability to handle restricted, sensitive, and confidential information.
  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
