GENERAL DESCRIPTION
Under the general direction of the Senior Manager of Construction, the Construction Project Manager is responsible for managerial and administrative work in planning, organizing, directing, and executing new Construction. The position identifies and tracks changes in budgets, tracks progress, and oversees implementation of the overall design. In addition, this role will make recommendations regarding recovery schedules, value engineering of design elements, and evaluate the overall risk of the project and work with fellow team members in improving safety.
COMPENSATION
$90, 000 - $95, 000 based on experience
ESSENTIAL FUNCTIONS
- Actively tracks and monitors compliance with State and Federal programs during construction projects, ensuring that all activities align with regulatory requirements and project specifications to foster successful project outcomes.
- Oversees the contractors pay application approval process and negotiate contractor’s Schedule of Values.
- Provides leadership for the Authority’s construction program and provide guidance for the day-to-day operations, administration, and decision making.
- Develops and implements new policies and programs needed to track and monitor contract adherence.
- Represents the Authority during weekly/monthly meetings with the contractors and designers.
- Works with project inspectors as required ensuring contract compliance and continuity.
- Coordinates construction related activities with tenants.
- Coordinates and notifies tenants and fellow departments as needed when services are being impacted or interrupted.
- Adhere to all safety protocols and regulations while performing tasks to ensure a safe working environment, including proper use of personal protective equipment (PPE) and reporting potential hazards.
- Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS
- In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
- Complies with all HCAA Policies, Procedures, and Standards.
QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)
- Associate's Degree in Architecture, Engineering, Construction Management, or a related field.
- Five (5) years of progressive experience at higher levels of responsibility in the areas of construction administration, construction management, or similar experience.
- Or equivalent combination of education, training, and experience.
- Must possess a valid Florida Driver License.
PREFERRED QUALIFICATIONS
- Bachelor's Degree in Architecture, Engineering, Construction Management, or a related field.
- Project Management certification.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of airport construction administration and management.
- Knowledge of federal and state regulations related to airport development, environmental impact assessments, and construction standards.
- Skill in project management methodologies, including budgeting, scheduling, monitoring, and risk management.
- Knowledge of height zoning regulations and their implications for airport development and airspace management.
- Ability to lead, motivate, and manage multidisciplinary teams to achieve project objectives within budget and schedule constraints.
- Analytical and critical thinking skills to identify issues, develop solutions, and make informed decisions under pressure.
- Ability to communicate effectively orally and in writing.
- Ability to establish and maintain effective working relationships with others within and outside the Authority.
- Ability to handle restricted, sensitive, and confidential information.
- Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.

- Standing & walking up to 6 hours per day
- Occasional lifting up to 20 Ibs
- Frequent bending & stooping
- Occasional pushing, pulling & dragging & reaching overhead
- Very frequent use of car/light truck
