GENERAL DESCRIPTION

Under the general direction of the Projects and Grants Finance Manager, the Capital Asset Analyst is responsible for overseeing the capital assets function across the Authority. This position involves asset tracking and creating and maintaining records for capital asset acquisitions, retirements, and transfers within the Capital Asset system. The analyst will calculate monthly depreciation, perform annual physical inventory counts, and reconcile asset modules with the General Ledger, while continuously reviewing and improving asset tracking processes for enhanced efficiency and accuracy.

COMPENSATION: $65, 000 and up based on experience

FLSA STATUS: EXEMPT


ESSENTIAL FUNCTIONS

· Creates and maintains capital asset acquisitions, retirements and transfers in the Fixed Asset system.

· Calculates and analyzes monthly depreciation for capitalized assets.

· Conducts annual physical inventory counts of the capitalized equipment.

· Manages the capital assets month-end closing process.

· Reconciles and balances modules with the General Ledger.

· Prepares interim and year-end capital asset audit schedules for the external audit.

· Serves as the point of contact for questions from the external auditors.

· Works in Federal Database (eDelphi) by creating invoices and uploading backup for Federal grant reimbursement

· Provides an administration review of miscellaneous invoices and prevents invoices from being missed and incurring late interest penalties per the Prompt Payment Act.

· Reviews project invoice entries before they are distributed for workflow approval.

· Reviews capital and expensed equipment requisitions for approval.

· Invoices contractors and consultants for any badges that are not returned.

· Produces the Performance Measures Quarterly report.

· Coordinates with the Project Directors yearend project closings and project disposals.

· Determines if and when assets should be retired.

· Produces the Recognized Net Investment Schedule, which is utilized by Finance in the calculations of the Airline Rates and Charges and subsequent Airline Settlements at year-end.

· Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
  • Complies with all HCAA Policies, Standard Procedures, Rules and Regulations, and Operating Directives.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

  • Associate’s Degree in Accounting, Finance, or related field.
  • Three (3) years experience demonstrating an understanding of general accounting principles.
  • Or an equivalent combination of education, training and experience.
  • Must possess a valid Florida Driver License.

PREFERRED QUALIFICATIONS

· Bachelor’s Degree in Accounting, Finance, or related field.


KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of capital asset management principles and practices, including asset acquisitions, retirements, and transfers.
  • Skill in managing month-end closing processes related to capital assets, ensuring timely and accurate reporting.
  • Knowledge of accounting principles related to the reconciliation in software modules for the General Ledger.
  • Ability to produce reports, showcasing the effectiveness and efficiency of asset management processes.
  • Ability to communicate effectively orally and in writing.
  • Ability to handle restricted, sensitive, and confidential information.
  • Ability to establish and maintain effective working relationships with others within and outside the Authority.
  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
