GENERAL DESCRIPTION

Under the general direction of the Airfield Operations Duty Manager, the Airport Operations Manager - Airfield is responsible for overseeing aviation facilities management and operational and administrative duties encompassing both landside and airside operations. This position includes supervising airport safety programs and security functions while ensuring compliance with Federal Aviation Administration (FAA) and other relevant regulations. The manager is tasked with resolving operational issues related to airline passengers, airport guests, and public safety. The Airport Operations Manager also oversees inspections, construction projects, and emergency response efforts within the air operations area, ensuring adherence to all applicable regulations and ordinances.

This position requires flexibility to work rotating shifts, including days, evenings, overnights, weekends, and holidays, to meet the demands of our 24/7 operations.

Requires availability for emergency call-in.

COMPENSATION: $75, 000 and up based on experience

ESSENTIAL FUNCTIONS

  • Responds to and participates in airport emergencies and irregular operations, establishing priorities and making critical decisions under pressure.
  • Supervises the inspection of airport facilities, including runways, taxiways, and gate positions, to ensure safe and efficient operations.
  • Coordinates with airport tenants and stakeholders to assess impacts on operations and develop responsive action plans.
  • Reviews inspection reports of airport facilities to determine necessary repairs, replacements, or improvements.
  • Oversees all construction projects within the air operations area, ensuring compliance with specifications and safety standards.
  • Monitors events in the air operations area for compliance with regulations and initiate corrective actions as necessary.
  • Maintains liaison with FAA, air traffic control, certification inspectors, airlines, and other stakeholders to ensure operational coordination.
  • Serves as the primary point of contact for after-hours emergencies and irregular operations, ensuring prompt responses to issues.
  • Accountable for the well-being and support of their direct reports, providing individual training for their job responsibilities and offering mentorship.
  • Evaluates the work performance of direct reports; engages in transparent performance check-ins and appraisals and takes necessary corrective action or disciplinary measures when required.
  • Ensures that direct reports comply with authority standards regarding personal appearance, fostering a professional work environment.
  • Oversees the maintenance and accountability of all direct reports' equipment, ensuring adherence to established guidelines and promoting operational efficiency.
  • Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
  • Complies with all HCAA Policies, Standard Procedures, Rules and Regulations, and Operating Directives.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

  • Associate's Degree in Airport Operations, Business Administration, or related field.
  • Five (5) years experience in airport operations at a medium to large airport, or related field.
  • Or equivalent combination of education, training, and experience.
  • Must possess a valid Florida Driver License.

PREFERRED QUALIFICATIONS

  • Accreditation as a Certified Member (CM) by the American Association of Airport Executives (AAAE) and/or AAAE Airport Certified Employee (ACE) Airfield Operations credential.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of and ability to interpret and apply Federal Aviation Regulations
  • Knowledge of airport operations, maintenance and other airport-related activities
  • Knowledge of weather and NOTAM terminology used in Airport Operations.
  • Ability to establish clear direction, motivate teams, and foster a work culture focused on ongoing learning and performance goals.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with others within and outside the Authority.
  • Ability to handle restricted, sensitive, and confidential information.
  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.

PHYSICAL ABILITIES

· Standing up to 6 hours per day

· Frequently walking and sitting

· Frequent lifting up to 50 Ibs

· Occasional bending, stooping, pushing, pulling, dragging, reaching overhead, kneeling, crawling & climbing

· Extreme exposure to weather, noxious fumes, and chemicals

· Occasional exposure to insects

· Navigate occasionally heights and confined areas

· Frequent exposure to excessive noise

· Constant use of car/light truck

· Occasional use of weed whacker, firearms, friction tester, and reflectometer
