Deputy Program Manager, OCONUS MCPP*

Please note: This position is contingent upon contract award. The anticipated award date is in the first quarter of 2027. Any employment offer extended will be conditional upon contract award and successful completion of all required pre-employment processes, which may include background checks, drug screening, verification of work eligibility, and the ability to obtain and maintain a government security clearance, if required by the position.

Job Description:

Plans, coordinates, manages and directs operational activities for all MPS afloat and OCONUS ashore MCMC functions and activities of the Marine Corps Prepositioning Program. The position requires comprehensive knowledge and experience of Marine Corps logistical functions including equipment maintenance, supply chain management and Marine Corps Maritime Prepositioning Force Operations. This position is responsible for logistic support activities involving various aspects of maintenance production performance, cost, schedule controls, operations planning, security, performance monitoring and efficiencies, report writing, program planning, MAGTF exercise support and customer interface.

Responsibilities:
  • Coordinate, manage and monitor the operations of Maritime Prepositioning Ships, and ashore prepositioned programs in Norway and Philippines.
  • Engages in planning and executing MPF Maintenance support of OCONUS Prepositioned Programs.
  • Develops support plans for MPS afloat activities to include exercise downloads, backloads, and equipment reconstitution.
  • Develops and maintains a strong, effective relationship with Blount Island Command, acting as primary interface between customer and daily program operations and administration.
  • Formulates administrative and operational policies and procedures.
  • Directs and coordinates, through staff, the activities of all functional areas to obtain optimum use of equipment, facilities, and personnel.
  • Provide leadership and direction over GFE equipment, Inventory management, asset accountability and all matters relating distribution management for incoming materials and services.
  • Identifies specific requirements for financials, people, facilities, and services needed to support the MCPP OCONUS Programs.
  • Correlates requirements with MCMC plans to ensure the support required is provided at the right time and place.
  • Maintains applicable ISO 9001 and 14001 policies and procedures for the OCONUS elements of the MCPP.
  • Improve processes in support of operational goals.
  • Formulate and implement organizational policies and procedures to maximize production.
  • Monitor adherence to policies, regulations and procedures.
  • Ensures quality of MCPP material and equipment production.
  • Coordinate functional support such as IT, HR, Maintenance Management, Quality, Safety and Environmental, Contracts and Finance. Facilitate coordination and communication between functional areas.
  • Provides technical support where needed.
  • Liaison with Program Manager and Senior Leadership Team.
  • Assist in the development of strategic plans for operational activity.
  • Implement and manage operational plans.
  • Performs other related duties as assigned.
  • Position will require extensive travel.
Required Qualifications:
  • B.S. degree in logistical engineering, business, or related field. Equivalent experience accepted.
  • US Citizen and active US passport
  • Ability to obtain and maintain Secret Security Clearance
  • Comprehensive knowledge and experience with USMC Ground Equipment Maintenance
  • Related military (MOS Qualified) - Marine Corps MOS 0402, 0411, 0430, 2110, 2149, 2805, 3102, 3010, 3529, 3510 or other military service equivalent.
  • Ten years of progressive experience with specialized knowledge of logistic support activities including eight years in a management capacity, involving various aspects of cost/schedule controls, performance monitoring, report writing, program planning and customer interface. 4 years in a supervisory capacity
  • Understanding of Environmental and Safety Programs

Preferred Qualifications:
  • Comprehensive knowledge and experience with MPF
  • Thorough knowledge of GCSS-MC
  • General knowledge of QMSS, LOGMARS, MS-Project, and MCPIC
