Position Description
The Pipeline Management Compliance Coordinator plays a pivotal role in advancing department goals and ensuring compliance with Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations related to 192 and 195. This position requires a self-starting, supremely organized individual with an ability to comprehend federal requirements and develop and maintain a program of Gas Control training, standards, and procedures to meet those requirements.
Key Responsibilities: Compliance Management- Monitor and understand DOT PHMSA federal regulations and compliance requirements.
- Prepare for and represent Gas Control during audits and inspections.
- Maintain O& Ms and Control Room Management (CRM) Procedures to ensure compliance.
- Maintain accurate and current records, deadlines, and documentation for all compliance-related activities.
- Developing tools to ensure alignment with regulatory standards.
- Evaluate and document compliance deviations.
- Prepare and deliver Monthly Reports and assist Pipeline Management with compliance efforts.
- Conduct workload analyses.
- Generate regulatory data requests and provide inspection support for CRM.
- Participate on behalf of Pipeline Management supporting the incident investigation team.
Training and Development- Conduct new controller training.
- Conduct annual compliance training for controllers and management.
- Develop and review training materials, programs, and plans, ensuring relevancy.
- Serve as Learning Management System (LMS) administrator, supporting training administration and updates.
- Proctor Operational Qualifications (OQ) exams and manage records for initial evaluations and annual renewals.
Operational Support- Function as Gas Control representative for Supervisory Control and Data Acquisition (SCADA) system changes and projects.
- Help develop and oversee software enhancements to improve Gas Control's ability to operate the pipeline safely, efficiently, and in a compliant manner.
- Perform or oversee reviews of controller activities and workload analysis to ensure safe operations of pipeline systems.
- Support system-wide Gas Control Department goals, incident investigations, and lessons-learned initiatives.
System and Process Administration- SharePoint development and support for Gas Control.
- SCADA development and support for Gas Control.
- Ops Alert development and support for Gas Control.
- Pipeline Nearby/PSAP development and support for Gas Control.
- KMCRA development and support for Gas Control.
- JIRA development and support for Gas Control.
Crisis and Business Continuity Planning- Function as Business Continuity Plan Coordinator.
- Function as the Hurricane Preparedness Coordinator (Houston)
- Manage planning for control room operations during crises, including hurricanes, storms, and network upgrades.
- Coordinate and document tests for back-up SCADA systems, manual operations procedures, relocation backup sites, and emergency response protocols.
Collaboration and Communication- Collaborate with co-workers across departments to ensure seamless compliance and operational support.
- Facilitate updates to Gas Control portals, and other essential resources.
- Respond to compliance and regulatory agency requests (e.g., PHMSA/TRRC).
- Develop and implement new processes in response to changes in the industry.
Position Requirements
Qualifications- Exceptional organizational and multitasking skills.
- Proficiency in SharePoint, Word, Excel, and PowerPoint.
- Ability to present oral presentations.
- Excellent written and verbal communication skills.
Preferred Skills- Knowledge of PHMSA compliance requirements.
- Understanding of the Natural Gas Industry and Gas Control
Pay range is $63, 400 - $164, 300 per year. This position includes a discretionary annual incentive plan. Job level and pay commensurate with experience and skill sets.
