The Engineering Field Technician Performs a combination of field and office work to ensure that public infrastructure projects, private development activities, and other work in or impacting public rights-of-ways and easements is in compliance with applicable regulations, standards, and best practices. Work primarily involves but is not limited to transportation systems; including streets, sidewalks, curb and gutter, and traffic control devices; utility systems including water transmission and distribution, wastewater collection and conveyance; and stormwater management facilities. Represents the interests of the City as the key point of contact for contractors, the public, and City staff for ongoing project and construction activities oversight. A Senior Engineering Field Technician will also handle high complexity projects and multiple stakeholders, often for projects with high visibility and/or significant community impact.
TYPICAL QUALIFICATIONS: ENGINEERING FIELD TECHNICIAN: Required Minimum Qualifications: Minimum of Five (5) years of progressively responsible experience in inspection, construction, or maintenance of municipal infrastructure, or a closely related field, or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities; high school diploma or equivalent; understanding and knowledge of applicable regulations and standards related to construction; knowledge of construction materials, methods, and equipment; knowledge of inspection and testing principles, procedures, and equipment; ability to read and interpret construction plans, specifications, surveys documents, plats, and related documents; understanding of principles related to operation of utility and transportation systems; knowledge of safety equipment and practices; computer skills including ability to utilize engineering and construction software and standard office applications; ability to work independently and exercise sound judgement; ability to solve problems independently and as part of a team; strong verbal and written communication skills, including the ability communicate effectively during difficult situations; ability to establish and maintain working relationships with staff, contractors, and the public; Colorado Class "R" driver's license and acceptable driving record; safety training including traffic safety, confined space, excavation safety, and construction site safety, or ability to complete within three months.
Desired Qualifications (In Addition to Required Minimum): Two (2) years of college or technical school with major course work in civil engineering or related area; advanced knowledge of regulations and specifications including the Manual on Uniform Traffic Control Devices and Americans with Disabilities Act: certification as a traffic control technician or traffic control supervisor; certification as a water distribution and or wastewater collections system operator; certification in backflow prevention; experience with permitting processes and software.
SENIOR ENGINEERING FIELD TECHNICIAN: Required Minimum Qualifications: Minimum of seven (7) years of progressively responsible experience in inspection, construction, or maintenance of municipal utility and transportation infrastructure, or a closely related field, or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities; demonstrated experience with high complexity development projects such as residential and commercial subdivision construction, residential and commercial PUD inspection and phasing coordination, regional utility plan coordination, major road construction, large-scale industrial developments or similar.
High school diploma or equivalent; understanding and knowledge of applicable regulations and standards related to construction; knowledge of construction materials, methods, and equipment; knowledge of inspection and testing principles, procedures, and equipment; ability to read and interpret construction plans, specifications, surveys documents, plats, and related documents; understanding of principles related to operation of utility and transportation systems; knowledge of safety equipment and practices; computer skills including ability to utilize engineering and construction software and standard office applications; ability to work independently and exercise sound judgement and honesty; ability to solve problems independently and as part of a team; strong verbal and written communication skills, including the ability communicate effectively during difficult situations and construction conflicts; ability to establish and maintain working relationships with staff, contractors, and the public; Colorado Class "R" driver's license and acceptable driving record; safety training including traffic safety, confined space, excavation safety, and construction site safety, or ability to complete within three months.

ESSENTIAL FUNCTIONS: The following duties are illustrative only and are not intended to be all inclusive:
ENGINEERING FIELD TECHNICIAN: Reviews construction plans, permit applications, and related documents to ensure compliance with relevant codes and standards, including but not limited to:
- Reviews materials for compliance, construction feasibility, safety, protection of public facilities, and other factors. Researches and reviews survey and legal documents including subdivision plats, legal descriptions, easements, topographic surveys, as-builts, agreements, and other documents to verify boundaries, elevations, and other requirements.
- Communicates deficiencies and issues effectively to engineers, contractors, developers, staff, and the public. Works to resolve issues.
- Ensures that proper licenses, bonds, financial guarantees, and permits are in place prior to start of work.
- Keeps abreast of existing, revised, and new applicable codes, standards, and professional development within the field
Performs field inspections of work in and impacting public rights-of-way and easements conducted by private contractors, utility companies, and the public; including but not limited to:
- Ensures compliance with plans, specifications, agreements, permit requirements, and best practices.
- Ensures that City utilities are located and protected prior to the start of work.
- Monitors traffic control to protect the safety and convenience of the travelling public.
- Monitors implementation of stormwater management plans and compliance with federal, state, and local stormwater requirements.
- May issue stop work orders, notices of violation, or other enforcement actions as necessary to ensure safety and regulatory compliance.
- Documents progress of installation and testing. Reviews and accepts as-built documents prior to preliminary acceptance of infrastructure.
- Coordinates with contractors and engineers on approval of field changes and resolution of field issues.
- Coordinates with other Public Works staff on preliminary acceptance of public improvements. Ensures that new and modified infrastructure is accurately incorporated into GIS and Asset Management systems.
- Ensures that work area is properly restored at the conclusion of work.
- Conducts warranty inspections. Ensures that deficiencies are addressed by contractor in a timely manner and prior to release of financial guarantees.
- Provides field inspection and supports project management of City capital and maintenance project including but not limited to:
- Provides recommendations for capital and maintenance projects.
- Supports engineering staff in preparation of specifications, bids, and contract documents. Supports engineering staff in review of construction plans to ensure constructability and works with engineering staff to resolve field issues
- Provides oversight of field work, including but not limited to concrete/asphalt replacement, water line replacement, sanitary sewer rehabilitation, and stormwater projects as required.
- Coordinates with project manager and other staff to resolve field issues.
Provides general construction and infrastructure related to support to City staff, developers, contractors, and the general public, including but not limited to:
- Represents the interests of the City as a key contact for ongoing development activities
- Responds to field inquiries
- Investigates complaints related to construction activities and pursues corrective action with responsible parties.
- Coordinates with other City departments, including but not limited to Planning & Building; Police; Fire; and Parks, Recreation, and Open Space on cross departmental infrastructure needs.
- Coordinates with Public Works and Information Technology staff to maintain accurate and current GIS and Asset Management data.
Performs related work as required and assigned
SENIOR ENGINEERING FIELD TECHNICIAN: Includes the above essential functions as well as the following:
- Provides routine to complex technical staff assistance on engineering projects; conduct research to determine available data; prepare preliminary design and plan review / comments and review with professional engineering staff.
- Conducts initial review and provides recommendations on Right-of-Way, Stormwater, Utility, and Grading permit applications. When necessary, collaborates with Engineering staff to complete review of complex applications.
- Observes traffic control plans and devices to protect the safety and convenience of the travelling public.
- Oversees the work of contractors, consultants, and vendors providing inspection and testing services.
- Facilitates pre-construction meetings for small and large scale civil development projects.
- Request for Information by contractor evaluations and field coordination.
- Identifies improvements to work processes and procedures and works with other Public Works staff to implement them.
- Supports Engineering staff with expertise on construction materials, means and methods
- Provides training, support and mentoring to other Engineering Field Technicians
Supports project management of City capital and maintenance project including but not limited to:
- Provides recommendations for capital and maintenance projects.
- Supports engineering staff in preparation of specifications, bids, and contract documents. Supports engineering staff in review of construction plans to ensure constructability and works with engineering staff to resolve field issues
- Provides oversight of field work, including but not limited to concrete/asphalt replacement, water line replacement, sanitary sewer rehabilitation, and stormwater projects as required.
- Coordinates with project manager and other staff to resolve field issues.
- Serves as Project Manager for Low to Medium Complexity projects and programs that includes schedule management, budget management, change order, documentation, communications, pay application review, quantity takeoffs and other project management functions.
- Works with state and county officials, other municipalities, and non-governmental organizations on joint projects and/or cross-jurisdictional issues
