Description:

The City of Lafayette Public Works Department is seeking a Civil Engineer to join its Engineering & Capital Projects Division team. The Engineering & Capital Projects Division is a small team of engineers and engineering technicians responsible for all aspects of development review, permitting, inspection, capital planning, engineering design, project management, and operations support for the City's water, wastewater, stormwater, and transportation systems. This position will play a lead role in development review and permitting, with opportunities to perform work across all disciplines and services. Experience and interest in land development, municipal infrastructure, and transportation planning is desirable. The hiring range for this position is $90, 949 - $148, 526, depending on qualifications. Under general direction, evaluate complex engineering designs, plans, reports, and specifications; monitor and inspect construction activities; and coordinate with other City staff, developers, consultants, contractors, utility companies, and the public. This position functions as a member of the Public Works Department's Engineering Division and collaborates within the division and department, across the City organization, and regionally to provide safe, effective, and efficient service to the public and internal customers. REQUIRED MINIMUM QUALIFICATIONS: Bachelor's degree in Civil Engineering or a directly related field. Civil Engineer I: Engineer in Training certification. Civil Engineer II: Minimum of three years of relevant experience, Professional Engineer in the State of Colorado, or ability to acquire through reciprocity. Senior Civil Engineer: Minimum of five years of relevant experience, Professional Engineer in the State of Colorado, or ability to acquire through reciprocity. Experience with the planning, design, and construction of municipal infrastructure. Knowledge of principles and practices of development, transportation, utility, and stormwater system design. Ability to perform technical research and solve complex engineering problems. Excellent verbal and written communication skills, including the ability to deal tactfully and effectively with the public, and ability to make effective presentations. Demonstrated ability to collaborate. Demonstrated ability to establish and achieve goals. Demonstrated ability and initiative to work independently with minimal supervision. Demonstrated knowledge and proficient use of computers and associated software applications including permitting, asset management and work order systems. Ability to respond to emergency situations during and outside of normal work hours. Ability to occasionally attend evening meetings such as Planning Commission and City Council. Ability to work under pressure and manage multiple priorities. Valid driver's license. Have and maintain an acceptable motor vehicle record and criminal history record. DESIRED QUALIFICATIONS (In Addition to Required Minimum): Experience with land use planning and land development review and local government. Experience with municipal infrastructure systems including water, wastewater, stormwater and transportation. Experience managing complex projects. Experience with review/coordination related to gas, electric, and telecom utilities. Experience with geographic information systems (GIS), drafting and editing software, asset management software, and computer aided design. ESSENTIAL FUNCTIONS: The following duties are illustrative only and are not intended to be all-inclusive: 1. Represents the Public Works Department and the City in land development and permitting processes. This includes the following: Performs engineering and technical review of plans, reports, studies, plats, easements, surveys, agreements, permits and other related documents to ensure compliance with standards and regulations; and to ensure safety, constructability, reliability, effective operations, and efficiency of future maintenance. Includes performing civil design analysis and calculations to verify adequacy of existing and proposed transportation, water, wastewater, and stormwater infrastructure and facilities; identify required improvements, and assess associated impact fees. Keeps Public Works staff apprised of development and permit project status. Coordinates routing of application materials and integration of comments on projects requiring specialized review by City staff and/or consultants. Maintains knowledge of operations and maintenance needs to ensure effective representation. Work actively with applicants, the public, and other City staff to proactively solve problems and arrive at solutions that are technically sound and respond to specific issues of the site and proposed project. Responds to questions and concerns from the public. Investigate complaints; recommend corrective action, as necessary, to resolve complaints. Collaborate with other City staff to resolve conflicts between department objectives and requirements. Effectively communicates issues and deficiencies to City staff, developers, design engineers, architects, the public, and other project stakeholders. Participate in pre-application and pre-construction meetings as necessary. Represents the City at neighborhood meetings, Planning Commission, and related meetings and hearings. Perform and support permitting, construction inspection, warranty, and public improvement acceptance processes. Supports field staff in identification and resolution of field issues and changes. Update, interpret, implement, and enforce codes, specifications, policies, and design and engineering standards. Maintain knowledge of federal, state, and regional regulations and industry best practices and supports updates to associated local requirements. 2. Performs engineering, technical, and administrative work in support of the Engineering Division and Public Works Department. This includes: Manages projects and programs independently, and with support from senior engineering staff. Provides technical expertise and support to operations and maintenance staff, including supporting emergency response as required. Supports field staff including investigation of issues and complaints, research, and evaluation of field changes. Provides input on City Capital Improvements Program, including coordination with land development activities. Coordinates with Information Technology on development, maintenance, and updating of geographic information systems (GIS) and asset management systems. Collaborates extensively with other City departments, including Planning & Building: Police; Fire and Rescue; Parks, Recreation, and Open Space, Economic Development, Finance, Information Technology, and Communications. 3. Provides excellent customer service to internal and external customers. Ensures safe and reliable Public Works infrastructure and services. Communicates effectively and professionally with the public. Keeps department and communications department staff apprised of potential customer service and communications concerns. Serves as an escalation point for division staff on difficult customer service issues. Ensures a high level of service to internal customers. 4. Takes proper safety precautions, anticipates unsafe conditions, acts accordingly to prevent accidents. This includes the following: Responsible for the safety of self, others, materials, equipment, assigned facilities, and the public. Uses all required safety equipment. Fosters a positive safety culture for the division and department. Identifies training needs and implements division training program. Investigates accidents and injuries. Collaborates with Risk Manager to analyze incidents and implement measures to avoid future accidents and injuries.
