SUMMARY

The Los Angeles County Department of Homeless Services and Housing (HSH) consolidates our countywide response to homelessness. The driving force behind HSH is increasing accountability and transparency, improving care for people experiencing or at risk of homelessness, and streamlining collaboration with partners including services providers, the County’s 88 cities, and unincorporated areas to deliver high-quality, life-saving care. Staff schedules are based on business need and may include the option of a hybrid work schedule where employees work remotely and from the office. The County Benefits Eligibility Services Team (CBEST) is a program of County HSH. CBEST was created to support people experiencing or at risk of homelessness with complex clinical needs to obtain benefits from the Social Security Administration.

ESSENTIAL FUNCTIONS

The Staff Analyst – Referral Team (also referred to as “position”) will be responsible for overseeing the staff and processes for all CBEST referrals. This process includes screening referrals for basic eligibility for Social Security Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI) and California Cash Assistance Program for Immigrants (CAPI), in addition to screening for the need to refer participants to external partners for Veteran Disability benefits and housing navigation services. The position is also responsible for establishing and maintaining relationships with referral partners (e.g., county hospitals, private hospitals, other County agencies, community-based organizations, etc.) across target areas to coordinate the receiving and processing of CBEST client referrals. The position may require travel to all eight Los Angeles County Service Planning Areas to attend various meetings, conduct trainings and make presentations as applicable.

Duties and responsibilities include, but are not limited to, the following:

  • Oversees staff and administrative processes pertaining to all CBEST referrals, which includes referrals triage for urgency and prioritization based on disability allegations.
  • Maintains accuracy and compliance with reporting and data requirements, provides data entry/input, compilation, and data retrieval, analysis on various databases, spreadsheets, documents, and reports, etc.
  • Supervision of an array of clerical, programmatic, and/or administrative personnel as needed; may act as lead on projects, meetings, etc. as applicable.
  • Provides on-going technical assistance on complex issues to staff, partners, and contract agencies; assists in the analysis of problems and identification of solutions; assists in project modifications as needed to achieve project goals and objectives.
  • Compiles reports on incoming referrals with guidance from the Associate Director and CBEST Performance Improvement and Metrics Team.
  • Supervises staff to develop, prepare, and/or modify reporting correspondence to internal and external entities as needed; may respond verbally and/or in writing to an array of requests for information specific to the CBEST program.
  • Oversees, establishes and maintains relationships with referral partners (e.g., Los Angeles County Departments of Mental Health, Public Social Services, Children and Family Services, Military and Veteran Affairs, Sheriff; Los Angeles Homeless Services Authority; community-based organizations; service providers, etc.) across target areas to coordinate and support the receiving and processing of referrals.
  • Works closely with the veteran and justice-involved entities (e.g., Los Angeles County Jails, Men’s Central Jail, Pitchess Detention Center, Twin Towers Correctional Facility, Century Regional Detention Facility, and North County Correctional Facility) regarding referrals; engages with referring partners to provide updates on client status as needed.
  • Maintains roster of referring partners; facilitates presentations/trainings on CBEST criteria and referral eligibility to increase the referral volume.
  • May assist with contract monitoring activities including annual administrative and programmatic monitoring; adheres to federal, state, county, and city policies and guidelines and complies with accomplishing any assigned task/s on the job accordingly.
  • Frequent use of an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Outlook, etc.
  • Performs other duties as assigned.

JOB QUALIFICATIONS

Four or more years of highly complex administrative or supervising experience in the health, housing, social services, or related sectors.

Certificates/Licenses/Clearances

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearance of the Live Scan process with the County of Los Angeles.

Other Skills, Knowledge, and Abilities

In addition, the following qualifications are highly desirable:

  • Has significant experience managing a referral-assignment program or substantially similar program; Including Supervision and direct management of multiple staff; Recent and thorough knowledge of all aspects of the CBEST program; Including eligibility criteria, ability to recognize and triage urgent cases and routing them to appropriate next steps;
  • Experience supervising multiple staff in a referral-assignment program or substantially similar program to maintain excellent performance during periods of change, growth and shifting priorities.
  • Promotes interdisciplinary collaboration, fosters teamwork; has excellent boundaries and interpersonal skills.
  • Excellent organizational skills, good at multitasking; works in a collaborative manner across the organization to achieve departmental and overall organizational goals.
  • Ability to make thoughtful decisions and exercise sound judgment; be self-directed, assertive, resourceful and creative in problem solving.
  • Ability to be a thoughtful listener and adept at capturing feedback; give and receive constructive criticism; use diplomacy in all aspects of the role.
  • Bi-lingual capacity in an LA County threshold language is beneficial.
