SUMMARY

The Director of Security provides systemwide leadership, strategic direction, and operational oversight for all security functions at Harbor-UCLA Medical Center. This role is responsible for developing, implementing, and continuously evaluating a comprehensive security program that protects patients, staff, visitors, and hospital assets while maintaining a welcoming, patient-centered environment.

The Director oversees physical security systems, workplace violence prevention, regulatory compliance, emergency preparedness integration, incident response, parking and traffic control operations, and security staffing across the campus. The position ensures full alignment with regulatory and accreditation requirements and serves as the primary liaison with the contracted security services provider.

This role collaborates closely with executive leadership, clinical departments, Human Resources, Facilities, and external agencies to ensure a safe, compliant, and resilient healthcare environment. The Director actively contributes to departmental operations and communication efforts and consistently reflects the mission, vision, and values of Harbor-UCLA Medical Center.

ESSENTIAL FUNCTIONS

Leadership & Program Management

  • Provides hospital-wide leadership in all areas of security operations, loss prevention, and risk mitigation.
  • Establishes and maintains organizational structure, staffing models, and operational workflows to meet systemwide security objectives.
  • Works directly with the hospital’s contracted security services provider to ensure performance, compliance, and service delivery expectations are met.
  • Collaborates with hospital leadership, departments, and external stakeholders to resolve security-related issues effectively.

Strategic Planning & Compliance

  • Develops and implements short- and long-range strategic plans, policies, and procedures for security operations.
  • Ensures compliance with all applicable regulatory and accreditation standards.
  • Maintains and updates Security Management Plans and associated Environment of Care documentation.
  • Interprets laws, regulations, and contract requirements; ensures compliance across all operations.
  • Provides regular reporting, metrics, and risk assessments to executive leadership and governing bodies.

Security Operations & Systems Oversight

  • Oversees all physical security technologies including:
    • Access control systems
    • Video surveillance systems (Genetec and FLIR)
    • Alarm and intrusion detection systems
  • Leads major security technology projects and system implementations.
  • Ensures secure access to buildings, grounds, and sensitive areas.
  • Oversees parking and traffic control operations, including ingress/egress management, valet/vendor coordination, and emergency access routes.

Emergency Preparedness & HPP Program

  • Oversees development and implementation of safety and emergency management plans.
  • Assists in hospital participation in the Hospital Preparedness Program (HPP), ensuring all deliverables are met.
  • Coordinates with regional healthcare coalitions, county agencies, and partner organizations for mutual aid planning, surge capacity, and business continuity.

Incident Management & Risk Mitigation

  • Directs security incident response, investigations, and follow-up actions.
  • Conducts ongoing risk assessments using internal and external data sources.
  • Recommends and implements mitigation strategies to reduce risk and liability.
  • Coordinates with law enforcement and regulatory agencies during incidents and investigations.

Staffing & Workforce Development

  • Ensures competency in:
    • Guard Card requirements
    • Basic Life Support (BLS)
    • AVADE
    • Crisis Prevention Institute (CPI) / Management of Assaultive Behavior (MAB)
    • Workplace Violence Prevention (WPV)
  • Develops and implements hospital-wide security training programs.

Financial & Administrative Management

  • Develops, manages, and monitors the departmental budget.
  • Oversees labor, productivity, and resource allocation.
  • Applies strong administrative and customer service principles to optimize operational performance and stakeholder satisfaction.

Collaboration & Communication

  • Serves on key hospital committees (Environment of Care, Emergency Management, Infection Control, Performance Improvement).
  • Maintains strong relationships with local law enforcement, fire, EMS, and regulatory agencies.
  • Promotes a culture of safety, service excellence, and accountability.
  • Provides ongoing communication to leadership regarding security risks and initiatives.

Education/Experience

Required

  • A bachelor’s degree from an accredited college or university. (Degree in Hospital Administration or Business Administration preferred.)
  • Minimum 5 years of progressively responsible experience in healthcare security, law enforcement, or public safety.
  • Demonstrated experience in:
    • Program management of large-scale or systemwide security operations
    • Administrative operations and customer service delivery
    • Parking and traffic control management in a complex campus environment
  • Experience managing or overseeing contracted security services providers
  • Strong knowledge of:
    • Healthcare regulatory and accreditation standards
    • Security technologies and infrastructure
  • Ability to analyze risk, develop strategy, and lead organizational change.

Preferred

  • Experience managing multi-site or systemwide healthcare security operations.
  • Experience with Genetec (video/access control) and FLIR (thermal/imaging surveillance systems).
  • Prior experience in an academic medical center or Level I Trauma Center environment.

Certificates/Licenses/Clearances

  • Live Scan and Health Screening are required.

WORK ENVIRONMENT

The Director of Security at Harbor-UCLA Medical Center operates in a fast-paced, high-acuity healthcare environment that spans inpatient, outpatient, emergency, and administrative settings across a large, complex campus. The role requires frequent field presence in clinical and public areas, as well as time in an office setting for strategic planning, reporting, and coordination. The Director must be available for occasional evenings, weekends, and on-call situations, and should expect exposure to unpredictable situations inherent to healthcare security, including workplace violence risks, behavioral health incidents, and critical infrastructure or safety events.
