Salary Range: $35.23-$50.83 per hour

SUMMARY

The Los Angeles County Department of Homeless Services and Housing (HSH) consolidates our countywide response to homelessness. The driving force behind HSH is increasing accountability and transparency, improving care for people experiencing or at risk of homelessness, and streamlining collaboration with partners including services providers, the County’s 88 cities, and unincorporated areas to deliver high-quality, life-saving care. Staff schedules are based on business need and may include the option of a hybrid work schedule where employees work remotely and from the office.

ESSENTIAL FUNCTIONS

  • Assists in analyzing budgetary, fiscal, and programmatic data and developing briefing materials for diverse internal and external stakeholders.
  • Supports monitoring and tracking of key budget, policy, and governance proceedings and documents to support departmental strategic priorities, funding alignment, and long-term fiscal sustainability.
  • Assists in development and preparation of presentations, reports and other materials communicating departmental funding priorities, strategies, and outcomes to executive leadership, governance bodies, and external stakeholders.
  • Assists in the coordination, development and submission of grant and funding proposals.
  • Assists in developing and implementing standardized processes, tools, and tracking systems that support budgeting, fiscal oversight, and strategic planning initiatives.
  • Supports coordinating across departments, partner agencies, contracted providers, and stakeholder groups to support alignment of funding strategies, program implementation, and strategic planning efforts.
  • Assists in evaluating the effectiveness and fiscal sustainability of departmental initiatives, funding investments, special projects, and reports findings.
  • Works closely with the division Staff Analyst to support project management and implementation of strategic planning, budgeting, and special initiatives by coordinating timelines, tracking deliverables, facilitating stakeholder engagement, and developing project materials and status updates for leadership.
  • Supports special projects and other strategic planning, budgeting, and administrative initiatives as assigned.

JOB QUALIFICATIONS

Three years or more of highly complex administrative experience in housing, social services or related sectors.

Certificates/Licenses/Clearances

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearance of the Live Scan process with the County of Los Angeles.

Other Skills, Knowledge, and Abilities

  • Experience navigating or familiarity with local governance structures, such as the Los Angeles County Board of Supervisors.
  • Excellent written and verbal communication skills, including the ability to explain complex data and/or financial analysis clearly and accessible for diverse audiences.
  • Strong proficiency in Microsoft Excel required, experience with other data management and visualization software such as Airtable is preferred.
  • Demonstrated ability to produce high-quality written materials for a variety of audiences and purposes, including grant applications, reports, briefing materials and presentations.
  • Strong project management, organizational, and relationship building skills with the ability to coordinate across multiple stakeholders and competing priorities.
  • Ability to learn quickly and adapt to shifting priorities and operate effectively in fast-paced and dynamic environments.
  • Ability to carry out assignments with relative independence from supervision, a high degree of initiative and accountability.
