SUMMARY

Housing for Health (HFH) is a program office within Community Programs, a division under the Los Angeles County Department of Health Services (DHS) for the County of Los Angeles. HFH was created to support people experiencing homelessness with complex clinical needs. We support people in obtaining housing, improving their health and thriving in their communities. HFH is a core component of Los Angeles County’s effort to respond to the homeless emergency. Where appropriate to the job function, a hybrid work schedule may be available, with employees working both remotely and from the office, as needed.

Housing for Health’s Policy team is one component of the larger Policy and Planning team, which supports the implementation of Housing for Health’s diverse portfolio of programs and services. The Assistant Staff Analyst will be a member of the Policy team, which works to ensure local, state, and federal programs and policies best serve Housing for Health clients who are typically individuals with complex health and/or behavioral health conditions, high utilizers of public services, and other vulnerable populations.

The Assistant Staff Analyst will work closely with the Policy Assistant Staff Analyst and Staff Analysts to assist in: maintaining positive working relations with the Los Angeles Board of Supervisor offices and other local officials; monitoring and representing Housing for Health in various governance spaces throughout Los Angeles County; producing external reports about Housing for Health’s programmatic outcomes and client successes; and performing special assignments and projects as directed.

ESSENTIAL FUNCTIONS

  • Assists in performing analysis of programmatic information and writing communications that streamline complex concepts for diverse audiences.
  • Monitors proceedings in various governance spaces to track alignment with Housing for Health’s priorities and ensure improved health outcomes for clients.
  • Assists in monitoring and analyzing potential state legislation for impacts to Housing for Health programs and population of focus.
  • Assists in drafting reports and preparing presentations about Housing for Health programs and services to an external stakeholder.
  • Assists in drafting and collecting information for grant or funding proposals on behalf of Housing for Health.
  • Assists in developing policies and procedures and collecting and analyzing outcomes data and quality of data.
  • Provides regular programmatic updates to oversight committees, other participating departments, partner agencies, contracted service providers, and stakeholder groups.
  • Assists in coordination and collaboration with all project partners (e.g., participating departments, partner agencies, stakeholder groups) to ensure all elements of the projects operate in the most efficient and effective manner.
  • Assists in evaluating the overall success of assigned projects and reports findings to project partners and stakeholders.
  • Other duties as assigned.

JOB QUALIFICATIONS

  • Three years or more years of highly complex administrative experience in the health, housing, social services or related sectors.

Certificates/Licenses/Clearances

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearing through the Live Scan process with the County of Los Angeles.

Other Skills, Knowledge, and Abilities

  • Experience navigating or a familiarity with local governance structures, such as the Los Angeles County Board of Supervisors.
  • A bachelor’s degree in public health, Public Policy, or in a related field preferred.
  • Ability to produce high-quality writing for a variety of document types, including grants, reports, concept notes, and briefs.
  • Ability to verbally communicate skillfully, including experience in collaborating with professionals from multiple teams and fields of work.
  • Ability to understand data from a variety of sources and produce clear and concise explanations.
  • Experience working on projects where business problem, opportunity, and solution may be unclear.
  • Strong project management and relationship building skills.
  • Ability to learn quickly and adapt to shifting priorities.
  • Some knowledge of LA County programs that are designed to serve the underserved.
