SUMMARY

Housing for Health (HFH) is a program office within Community Programs, a division under the Los Angeles County Department of Health Services (DHS) for the County of Los Angeles. HFH was created to support people experiencing homelessness with complex clinical needs. We support people in obtaining housing, improving their health and thriving in their communities. HFH is a core component of Los Angeles County’s effort to respond to the homeless emergency. Where appropriate to the job function, a hybrid work schedule may be available, with employees working both remotely and from the office, as needed.

The Assistant Staff Analyst (In-Home Care Giving Analyst) will serve in a supportive role on the In-Home Care Giving (IHCG) Team by providing program analysis, tracking, monitoring and coordination of caregiver services to clients served through HFH. The In-Home Home Care Giving Analyst will provide program and data support to the In-Home Care Giving Program and lead all aspects of the day-to-day operations and any expansions when additional funding is available. The ideal candidate will have a deep understanding of the current In-home support services program and processes. They will also work in a supportive role with HFH Intensive Case Management Services (ICMS) contracted agencies, HFH program management staff and other county partners.

The Assistant Staff Analyst (In-Home Care Giving Analyst) is an excellent verbal and written communicator, problem solver, and analytical thinker with the ability to engage with internal and external stakeholders and understand and responds to their needs in rapidly changing environments. They are highly organized and can manage multiple work streams within the program.

ESSENTIAL FUNCTIONS

Reporting and Analysis

  • Provides regular reporting to supervisors on IHCG team
  • Manages the development, implementation and maintenance of program reports trackers, dashboards
  • Helps to track and fulfill program deliverables and outcomes.
  • Designs program reports, analyzes performance, and provides resulting analyses to stakeholders and IHCG team

Tool Development and Maintenance

  • Helps refine existing program management practices and/or develop new practices that enhances program management.
  • Helps to maintain analytical and program support tools to be used within the Department of Health Services, by housing and service providers, and by other external stakeholders.

Program and Provider Support

  • Leads or co-leads/ facilitates ongoing regularly scheduled meetings and discussions with IHCG contracted partners to improve program delivery and implementation.
  • Provides ongoing technical assistance to IHCG contracted partners.
  • Helps to problem solve in a solution focused manner any challenges or issues that arises between clients and IHCG contractor partners.
  • Oversees the timely follow through on responses for all inquiries and concerns regarding the IHCG program.

JOB QUALIFICATIONS

Three or more years of highly complex administrative experience in the health, housing, social services, or related sectors.

Certificates/Licenses/Clearances

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearing through the Live Scan and the Health Clearance process with the County of Los Angeles.

Other Skills, Knowledge, and Abilities

  • Advanced knowledge of Excel
  • Knowledgeable on the utilization and extracting of data systems across HFH and the homeless system of care, e.g., CHAMP, ORCHID, Clarity, Resource Management System, etc.
  • A desire to learn and gain technical expertise in new systems and data related tools.
  • Ability to learn quickly and adapt to shifting priorities.
  • Excellent team player
  • The ideal candidate has experience working with a client-centric, harm reduction permanent supportive housing models and is able strongly manage service program and delivery.
