SUMMARY

Community Programs is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS). Community Program’s mission is to improve health equity and providing supportive services to vulnerable residents, including those experiencing homelessness, justice-involved (JI) individuals, and high-need patients. CalAIM a State Medi-Cal waiver program.

The CalAIM team coordinates the operational implementation of housing community support benefits within the Office of Diversion and Re-entry (ODR). CalAIM team leads the organization of the ODR housing programs to ensure State and payer compliance and streamlines workflows that maximize revenue and quality control for the claims data. The team also plays a critical role in interpreting, influencing, and implementing existing and new CalAIM policies at the State and local levels. The CalAIM team’s leadership and staff will actively work across different stakeholder groups including State and County policymakers, County leadership, and advocacy groups to support operations and sustain funding.

Community Programs is now seeking qualified candidates to fill the vacant position of Assistant Staff Analyst, Health. This Assistant Staff Analyst will directly support the Director of Revenue Development and CalAIM Justice Initiatives in Community Programs and will assist in coordinating CalAIM services across multiple County departments including Department of Mental Health, Department of Public Health, Department of Homeless Services and Housing and the Department of Public Social Services.

CLASSIFICATION STANDARDS:

Positions allocable to this class are restricted to the Department of Health Services. They are distinguished by their responsibility for organizing and carrying out their assignments with relative independence from supervision. Incumbents analyze and make recommendations for the effective use of resources and personnel, implementing and improving programs and operations, and refining management practices and policies having department-wide impact. Incumbents work out their analyses and recommendations without assistance before submitting them to the supervisor for discussion and review. Once these are approved, the incumbents proceed with considerable independence and function in all aspects of the assignment within the limits of acceptable practices and administrative policy. Positions in this class also perform special assignments and projects as directed.

ESSENTIAL FUNCTIONS

Primary Tasks

  • Participates in the budget planning for major health service programs and departments.
  • Analyzes preliminary budget requests; conducts studies of line budget units' previous financial performance and cost effectiveness; performs revenue forecasts; and prepares findings and budget recommendations to management.
  • Develops annual budget for assigned Department of Health Services line budget units; monitors the unit's expenditures against the plans; and prepares summaries of financial activities to keep management informed of financial condition.
  • Analyzes, evaluates, and makes recommendations for organizing, staffing, financing, and the operation of major new departmental functions or major modifications of existing programs.
  • Analyzes, evaluates, and makes recommendations on purchasing, leasing, equipping, and space planning of major departmental facilities.
  • Conducts management studies of component organizations of the department to determine if acceptable management practices are being used and departmental policies enforced to assess organization, staffing, and financing; to define and report problem areas; and to develop recommendations for the solution of problems uncovered.

Additional Tasks

  • Acts as intermediary between Director and staff, transmitting messages, orders, and requests, both written and verbal, and when authorized acts in the Director’s absence.
  • Acts as liaison officer between the Director’s office and other departments, agencies, and jurisdictions.
  • Prepares inter-office notices, bulletins, and memoranda, including interpretations of departmental policy and the laws and regulations governing the activities of the office.
  • Gathers data for general information purposes or special reports, contacting other departments, employees, agencies, and individuals for additional material as necessary, and may prepare reports for Director’s approval upon request.
  • Checks material being submitted for Director’s attention to ascertain that all relevant data, files, signatures, etc., are included.
  • Supports personnel, budget, and other operations in partnership with Chief Executive Office, Department of Human Resources, and other departments.
  • Keeps track of the execution of plans, improvements, and projects initiated by the Director and recommends improvements in departmental procedures.

Requirements

SELECTION REQUIREMENTS:

Option I:

Three (3) years of experience in a staff capacity* analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, or personnel.

- OR -

Option II:

Two (2) years of highly responsible administrative or staff experience at the level of an Administrative Assistant III**, Assistant Hospital Administrator I***, Contract Program Auditor****, or higher.

CERTIFICATES/LICENSES/CLEARANCES:

  • A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearing through the Live Scan process with the County of Los Angeles.

PHYSICAL CLASS II - Light:
This class includes administrative and clerical positions requiring a light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

SPECIAL REQUIREMENT INFORMATION:

*Staff capacity is defined as work that includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as utilization of personnel, allocation of funds, workload and workload fluctuations, and program and procedures for accomplishing work objectives.

**Experience at the level of Administrative Assistant III is defined as: defines, analyzes, and makes recommendations for the solution of highly complex operating, budgetary and financing, and other management problems of a department, and participates in the implementation of their solution.

***Experience at the level of Assistant Hospital Administrator I is defined as: assists in the administration of a hospital by managing and coordinating the supporting services for the patient care programs of a small area of the hospital.

****Experience at the level of a Contract Program Auditor is defined as: conducts program evaluation audits of hospitals, day-care centers and related health facilities to ensure that appropriate quality of care is maintained by private agencies with contracts.
