The Supervision + Credit (S+C) group is responsible for the supervision and regulation of state member banks (SMBs), bank holding companies, savings and loan holding companies, financial holding companies, data service providers, trust companies, and foreign banking organizations that operate in the Twelfth District. Supervised institutions are in all states of the District and range in size and complexity from small community organizations to some of the largest banking organizations in the country.

The Risk, Policy, and Analysis (RPA) team in S+C provides data, analytics, and risk subject matter expertise and specialized input to various supervisory programs in the District and for the System. RPA is integral to supervision at the local CBO, RBO, and LBO level as well as the national level, particularly to the LISCC and Significant Service Provider (SSP) programs. Team members also contribute to local and national surveillance efforts, provide leadership and modeling expertise to the Stress-Testing Program, and work on a variety of analytical projects and policy initiatives. RPA is also home to the District’s Credit Risk Management function and related Discount Window operations.

The AVP, Community & Regional Bank Risk (CRIS) leads S+C’s regional and community risk specialist teams for the regional, community, and foreign banking organization portfolios. Teams are responsible for identifying, measuring, and monitoring portfolio wide risks, including the communication of those risks to various internal and external partners, conducting certain moderate and high-risk supervisory activities within the portfolio, and improving the efficacy of risk identification and monitoring as well as supervisory processes. In this important role, you will direct a team of ~30 risk specialists and provide input to the executive leadership team on the build out and structure of the team. You will also work in partnership with the AVP, Cross Portfolio Risk Analysis & Monitoring (CPAM) to resource plan and assign ownership of duties across the CPAM and CRIS Risk teams. You will help architect an effective partnership model within risk and with supervisory business line.

Essential Responsibilities:

  • Provide strategic direction and thought leadership to S+C’s risk and surveillance teams, covering each of the large, regional, community, and foreign institution portfolios, and ensuring strong collaboration with supervisory business divisions.
  • With other RPA Officers, co-lead the development, maintenance, and continuous improvement of the District’s process for identifying, measuring, monitoring, and assessing portfolio wide financial and non-financial risks in the large, regional, community, and foreign institution portfolio, including clear, concise verbal and written communication of the aggregate level of risk, and emerging risks within S+C, the Reserve Bank, the Board of Governors, and other external partners.
  • Help create the structure and resource plan for the overall team.
  • Oversee development and provision of high-quality, integrated, and highly collaborative financial and non-financial risk specialist support for primarily community and regional institution supervision, but also large institution as needed.
  • Oversee execution of high and some moderate risk IT and cyber-security examinations in the regional, community, and foreign institution portfolio.
  • Coach and develop team members (three Senior Managers) with an equal focus on both technical and people leadership skills.
  • With the S+C Officer group, contribute to the development and accomplishment of S+C’s strategic goals and objectives; provide meaningful contribution, leadership on S+C governance teams.
  • Represent the SF Fed or the System in public forums, conferences, panels, and webinars that relate to the team’s knowledge and expertise.

Requirements:

  • Typically requires twelve or more years of relevant experience; examiner commission is desirable but not required.
  • Typically requires eight or more years of progressive people and business management experience. Substantive “Examiner in Charge” experience can substitute for formal people management experience.
  • Bachelor’s degree preferably in economics, finance, business, public policy, statistics, or a related field of study, or equivalent work experience; Master’s degree preferred.
  • Comprehensive knowledge and experience of banking supervision and risk management required.
  • Demonstrated experience to interact effectively and influence all levels of employees from operations to leaders and executives, both within the system and externally to the Bank.
  • Excellent strategic and tactical planning skills.
  • Strong organizational skills to manage competing and dynamic priorities, and multiple concurrent activities.
  • Willing and able to travel up to 20%.
  • This position requires access to confidential supervisory information, which is limited to “Protected Individuals.” Protected Individuals include, but are not limited to, U.S. citizens and U.S. nationals, U.S. permanent residents who are not yet eligible to apply for naturalization, and U.S. permanent residents who have applied for naturalization within six months of being eligible to do so or who will sign a declaration of intent to apply for naturalization before they begin employment.

Base Salary Range: Min: $221, 000 Mid: $292, 000 - Max: $362, 000 (Location: San Francisco)

Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographic and other market data.
