The County of Riverside's Information Technology Department is seeking a proactive and experienced IT Business Systems Analyst III with strong development skills, expertise in requirements gathering, and project management capabilities. The ideal candidate will possess proven technical expertise in one or more of the following areas: ServiceNow Development/Administration and/or Laserfiche Development/Administration. This role requires hands-on development work, rigorous requirements analysis, and successful management of IT projects from inception to completion.
The Business Analyst III will collaborate with stakeholders to gather, document, and analyze technical and business requirements, bridging the gap between technical teams and business users. The candidate will lead development efforts, manage project scopes, and ensure timely delivery of quality solutions. Proficiency in tools like Wrike, MS Project, ServiceNow PPM, and Power BI is essential. Strong communication, organizational, and problem-solving skills are critical for success in this fast-paced and dynamic role.
Preferred Technical Skills: - ServiceNow Developer/Administrator: Expertise in scripting, workflow automation, and modules like ITSM, ITOM, ITBM, and CSM. Familiarity with the Glide API is a plus.
- Laserfiche Developer/Administrator: Skills in configuring and managing Laserfiche systems, workflows, and integrations, including Forms, Workflow, and Quick Fields.
Candidates must possess a bachelor's degree preferably in Information Services, Business, Management, or a related field. Equivalent experience may substitute for the educational requirement (30 semester or 45 quarter units equal to one year of full-time experience). A minimum of four years of journey-level IT business systems experience, including at least one year in a lead or technically advanced capacity, is required. Additionally, candidates with at least two years of experience with Laserfiche, ServiceNow, and two years of project management experience, and one year of experience building reports and dashboards using Power BI are highly encouraged to apply.

• Analyze projects; document new organizational processes; generate reports for management on new technology.
• Develop and document user requirements from end-user input for new and existing systems, business processes, and applications.
• Select and recommend software or hardware based on systems analysis, evaluation of product, and vendors.
• Create requests for proposal (RFPs) or requirement specifications and evaluate proposal submissions.
• Implement new and modified processes and systems by performing design, application development, installation and testing.
• Modify software; customize business applications and interfaces.
• Coordinate and communicate with end users, management, staff, and vendors on project issues and status.
• Develop project work plans and schedules and monitor project resources including staff time, vendor work, and finances.
• Prepare project documents, requirements, reports, feasibility studies, cost/benefit analysis, and quality assurance and control standards.
• Maintain, support, and administer software applications.
• Provide customer support, training, and problem analysis for software applications.
Education : Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT system analysis job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).
Experience: Four years of successful journey-level IT business systems job-related experience, one year of which included either lead person duties or technically advanced IT system analysis job-related work (One year as an IT Business Systems Analyst II will satisfy the one year of lead or technically advanced experience requirement).
Other Requirement(s): A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.
Knowledge of: The principles, methods and techniques used in the course of work for the IT Business Systems Analyst series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval.
Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.
Required IT-Related Skills: Systems analysis theory, processes and techniques; project spec development; application design; writing and modifying technical and user documentation; data modeling techniques; prepare flow process diagrams and other design graphics; application of industry or County standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged or off-the-shelf and third party application software including office automation tools.
