Description:

The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.

The County of Riverside Facilities Management Department is seeking an HVAC Technician (Air Conditioning Mechanic) for the Norwest region. The candidate will report to the 3rd Street Maintenance Shop location in Riverside and travel to multiple facilities throughout Riverside County.

The selected candidate will be responsible for diagnosing and repairing HVAC systems, including heating furnaces, chillers, cooling towers, pumps, and refrigeration equipment; responding to gas or refrigerant emergencies; performing routine maintenance; and installing new air conditioning, heating, and refrigeration systems at multiple facilities throughout Riverside County, including jail premises where contact with inmates may occur. Additional duties may include reading blueprints, troubleshooting controls, and ensuring equipment operates efficiently.

Additionally, the HVAC Technician will perform computer-related tasks such as generating purchase requisitions, maintaining electronic records, and documenting inspections and work performed. The role also involves communicating with customers, vendors, and facility staff, including escorting visitors in and out of the facility, coordinating service needs, and providing updates. The technician will determine required parts and equipment, prepare job estimates, and perform other duties as assigned.

Competitive candidates will have at least four years of journey-level experience working with commercial or public-sector HVAC systems, including maintenance, repair, and installation. Experience with Building Automation Systems (BAS) and Energy Management Systems (EMS) is highly desirable. A Universal EPA Technician Certificate under Section 608 of the Clean Air Act is required at the time of application.

Schedule: This position operates on a 4/10 schedule, with workdays from 6: 00 a.m. to 5: 00 p.m. and every Monday off. The role requires mandatory overtime and participation in a 24/7 standby on-call rotation, which may include evenings, weekends, holidays, and emergency call-outs on a rotating schedule. The work schedule may change at any time based on the needs of the department.

The selected candidate will receive standby pay and overtime compensation for all eligible hours worked in accordance with current MOU and county policies. This structure ensures coverage for urgent HVAC and facility-related needs across multiple sites at all times.

A successful Security Clearance conducted by the Sheriffs' Department will be required for this position.

Meet the Team! Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7, 200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable, and productive for both county staff and the public.• Performs journey level work in installing, adjusting, and maintaining all types of air-conditioning, heating, and refrigeration equipment.

• Works from blueprints, schematics, wiring diagrams, or drawings.

• Repairs large central air conditioning units, compressors, and related equipment.

• Identifies and dismantles malfunctioning equipment and test components using electrical, mechanical, and pneumatic test equipment.

• Replaces electrical, mechanical, or pneumatic components that are worn or defective.

• Establishes a preventive maintenance schedule for air conditioning and refrigeration equipment; troubleshoots malfunctioning systems or equipment.

• Cleans coils and other parts, oils fans, changes filter, adjusts air flow and replaces gas or fluid in system.

• Observes operation sequence of refrigeration system and makes necessary adjustments to control level of fluid, pressure, or temperature in the system.

• Determines parts and equipment needed for maintenance temperature in the system;

• Determines parts and equipment needed for maintenance and repair work and submits job estimates; fabricates, erects, and maintains sheet metal duct work; tests, calibrates, and repairs thermostats.

• Supervises assigned helpers; maintains record of inspections and work performed. OPTION I

Experience: Completion of a recognized air conditioning; refrigeration apprenticeship training program.

OPTION II

Experience: Four year of increasingly responsible experience performing work in installing and repairing air conditioning and refrigeration systems and equipment. Two years of the required experience may be substituted on the basis of:

Completion of 12 semester of 18 quarter units in trade related courses taken at a recognized college being equal to six months of experience;

OR

Completion of 144 hours of trade related instruction taken at a union training center, adult school, vocational school or specialized industrial program being equal to six months experience.

License: A valid California driver's license Class C is required, as the incumbent will be driving to different job location sites.

Certification: Must have Universal EPA technician certification per Environmental Protection Agency, Rule 608 of the Clean Air Act. (Please attach a copy of your certificate to your application.)

Background Check: Candidates must be able to pass an extensive background check. All employment offers are contingent upon successful completion of both a pre-employment physical exam, including a drug/alcohol test, and a criminal background investigation, which involves fingerprinting. (A felony or misdemeanor conviction may disqualify the applicant from County employment).

Physical Requirements: The HVAC Technician (Air Conditioning Mechanic) position requires extended periods of kneeling and/or standing, with frequent walking and traveling between multiple job sites, including areas with uneven terrain. Duties include prolonged kneeling, bending, crouching, climbing ladders, and working in confined or elevated spaces while servicing HVAC equipment. The role also requires lifting and carrying heavy materials and equipment such as tools, HVAC components, refrigeration parts as needed. The technician must regularly handle and operate hand tools, power tools, diagnostic instruments, and mechanical equipment associated with HVAC installation, maintenance, and repair work.

Environmental Requirements: The HVAC Technician (Air Conditioning Mechanic) may be exposed to inclement weather, including extreme heat, cold, and wet conditions. The role requires to perform maintenance under these conditions.

Knowledge of: The principles and practices of installing, maintaining, and repairing air conditioning and refrigeration systems and equipment; state and local laws, ordinances, and regulations pertaining to air conditioning, refrigeration, heating, and ventilating equipment; the tools and equipment used in heating and air conditioning maintenance.

Ability to: Read and write English at the level necessary for successful performance; follow oral and written instructions; estimate the quantities of materials and supplies needed to complete a job; detect causes of malfunctions; carry out a preventive maintenance program on air conditioning and refrigeration equipment; keep simple records.
