Description:
The County of Riverside's Assessor-County Clerk-Recorder's Office is seeking a qualified GIS Senior Analyst to join its Process Optimization Innovation Team (POINT) in Riverside.
The GIS Senior Analyst will lead the GIS team in advancing technological developments in GIS and will recommend strategies for implementing or introducing new technologies. This position will oversee the development of GIS solutions and data products to support departmental and countywide operations, as well as provide assistance to the public. Additionally, the incumbent will lead the development of GIS data applications, perform advanced spatial analysis, enhance data quality, and maintain various GIS databases.
The most competitive candidate will demonstrate advanced expertise in Geographic Information Systems (GIS), acting in a lead capacity to deliver high-level GIS applications and services. They will have hands-on experience with a wide range of Esri technologies, including ArcGIS Server, Portal for ArcGIS, ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, Experience Builder, ArcGIS Dashboards (Operational Dashboard), ArcGIS Insights, AppStudio, Field Maps, and Drone2Map. The ideal candidate will also be highly proficient in Python, JavaScript, HTML, and CSS, with a proven ability to develop custom web and mobile GIS applications. Additional experience with Geoprocessing tools, AI/Deep Learning models, and mobile GIS development to support internal customers is strongly preferred. This position supports GIS operations within ACR Support Services IT and requires both technical leadership and the ability to translate business needs into effective geospatial solutions.
At this time, the position has the opportunity for a hybrid telework schedule based on business need, however job expectations, at times may require in person interaction. Telework may change at any time and you will be expected to report to the office.
This position requires a valid driver's license, as the employee must travel to various sites to conduct drone demonstrations, provide training, and offer on-site support.
Meet the Team!
Assessor - County Clerk - Recorder (ACR), The ACR has a staff of over 375 employees located in offices throughout Riverside County. The Assessor is responsible for locating, identifying and valuing all taxable property in Riverside County. The Recorder is responsible for providing the public with constructive notice of private acts and creating and maintaining custody of permanent records for all documents filed and recorded in Riverside County. The County Clerk services range from issuing marriage licenses and performing marriage ceremonies to accepting filings of Fictitious Business Name Statements. The Records Management Archives Program (RMAP) unit provides professional records management services and the Archives Program provides public access to the history of Riverside County.• Perform research and analysis and make recommendations on solutions to urban and regional problems using GIS; Derive statistics and create reports and documents derived from GIS data.
• Provide technical assistance and training to subordinate personnel.
• Perform data modeling and integration with geospatial layers and enterprise databases.
• Perform quality control processes on GIS and attribute information.
• Consult with end users, clients and customers to determine GIS and system information needs.
• Work with customers at all organizational levels in project development and develop project work plans/schedules and monitor project resources including staff time, vendor work and budget targets.
• Perform GIS systems analysis, software setup and maintenance.
• Prepare technical documentation including data specifications, user requirements and procedures.
• Create cartographic and other products using GIS software, relational and object databases utilizing plotters, printers, digitizers, scanners and internet applications.
• Provide public information and assistance to a variety of internal and external customers of GIS products and services.
• Maintain, update and develop information attributes and geospatial layers.Knowledge of: Geography, geographic information systems, mathematics, including the principles of algebra, geometry, trigonometry, GPS, remote sensing and satellite imagery and statistics as applied to GIS related work; database structure and design; GIS systems and interfaces; map design and cartography; survey principles and methods.
Ability to: Apply techniques and practices involved to complete assigned GIS work and projects; make mathematical computations; tabulate and analyze data and prepare reports and maps; read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; keep clear and accurate notes; do simple drafting; understand and follow oral and written directions; work cooperatively with others; a variety of rational databases, operating systems and GIS software including and not limited to Oracle, Informix, UNIX, Windows Professional and/or ESRI's core GIS products (ArcGIS, ArcView, ArcInfo).
Experience/Education
OPTION I
Six years of sub professional or professional GIS experience.
College courses preferably in one or more of the following; GIS, automated mapping, land surveying, geography, cartography, or computer science may substitute up to two years on the basis of 30 semester or 45 quarter units equaling one year of experience. A
OPTION II
One year of sub professional or professional GIS experience.
A Bachelor's Degree preferably in computer science, geography, cartography or closely related field. Other Requirements:
