ABOUT THE POSITION The County of Riverside's Flood Control and Water Conservation District has an opportunity for an Environmental Project Manager who will be assigned to the Watershed Analytics Division in Riverside.
Under general direction, the Environmental Project Manager will coordinate, direct, and provide project management for watershed analytics, data acquisition, and reporting. This role encompasses consultant services, contract administration, hydrologic data collection, storm monitoring tools and systems, and storm monitoring projects. The manager will oversee staff involved in watershed analytics and related functions to support Flood Control initiatives.
The Environmental Project Manager typically reports to a Flood Control Division Chief and is responsible for managing teams engaged in both office and field work. The position also involves policy and procedure development and directing activities through subordinate staff. Projects will require significant resources, complex technical execution, multi-agency coordination, and effective relationship management.
The ideal candidate will possess strong managerial skills, demonstrating the ability to plan, organize, assign, manage, and review the work of sections engaged in all aspects of watershed analytics and related activities. This includes expertise in data analytics and reporting, data processing, geographical information systems, storm monitoring systems, hydrologic data collection, and public information dissemination. A key responsibility will be managing multi-agency coordination to ensure effective and efficient operations of watershed data collection, analysis, and dissemination systems.
The candidate should also have experience in evaluating and managing field locations across the County for hydrologic equipment installation, ensuring these sites provide valuable data for storm monitoring and preparation while working with various agencies and departments to secure necessary permissions and permits. Effective collaboration with other departments and outside agencies is essential, as is the ability to prepare budget estimates, complex technical reports, and manage data collected from external sources.
Additionally, the candidate will provide administration and technical supervision to staff involved in the implementation, coordination, and examination of watershed analytics, overseeing the creation of system and hardware integrations, data acquisition, transformation, and statistical reporting. In this role, the candidate will assist in developing division policies and procedures, resolve personnel issues, evaluate subordinate staff performance, and lead recruitment efforts.
Furthermore, the candidate should be skilled in planning, organizing, directing, and reviewing the work of staff and consultants involved in the monitoring, reporting, and construction associated with major watershed analytics projects. This includes preparing, managing, and monitoring project budgets and schedules, participating in consultant selection, negotiating project scopes, budgets, and schedules, and managing a database for on-call consultants. The ability to prepare and negotiate service agreements, review and approve consultant invoices for payment, and ensure compliance with all relevant rules, policies, guidelines, and procedures is critical.
Finally, the candidate should foster and maintain respectful relationships, demonstrate strong negotiation and conflict resolution skills, and mentor staff effectively within the context of Flood Control construction or hydrologic projects.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. The Riverside County Flood Control and Water Conservation District 's Watershed Protection Division assumes the lead role in coordinating and implementing the District's, Cities and the County of Riverside National Pollution Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit compliance programs.
EXAMPLES OF ESSENTIAL DUTIES • Provide project management support on an array of technically complex projects related to transportation, drainage, biology, cultural resources, water ways, chemical management, geology, archaeology, air quality, stormwater quality, hazardous waste, spill prevention, hydrologic data collection, paleontology, and storm and wastewater.
• Plan, organize, direct, review, and evaluate the work of professional department staff and external consultants involved in the oversight of the environmental process for either land use planning or TIP, and other urban infrastructure projects or studies; engage and direct staff while coordinating with department project managers, planners, or development applicants during project planning, design and construction phases, or development land use review phases to ensure compliance with environmental laws and regulations, and adherence to the County's General Plan and applicable ordinances.
• Direct and review the selection and design of techniques for the collection, coordination and development of methodologies for data applications and research in stormwater quality and conservation planning, studies of land use, environmental resources and stormwater/flood facilities, or patterns of environmental changes and community development in order to identify both existing and future stormwater quality and conservation issues.
• Directly manage the environmental process for specific, high priority projects; prepare and review the scope of work; review and comment on environmental work products; coordinate project tasks and delivery with project managers, planners, and outside approving agencies.
• Direct or participate in consultant selection and proposal evaluation of Service Agreements; prepare Form 11s for consideration and approval by the Board of Supervisors; prepare and review the environmental project scope, budget, and schedule with consultant firms and on call consultants.
• Prepare, manage and monitor project budgets and schedules; review consultants' monthly progress reports to ensure compliance with project scope and agreement provisions, and approve consultants' invoices for payment processing.
• Review and comment on proposed land use TIP or drainage project plans and legislation that affect the Agency's environmental compliance process; review current Department practices for environmental compliance and prepare or revise existing Department environmental policies and practices to ensure continual environmental compliance.
• Represent the Department before other County departments, governmental agencies, environmental regulatory and permitting agencies, stakeholders, and the public.
• Develop and manage environmental compliance through policy and regulatory development.
• Provide a basis for public confidence in the safety of hazardous installations, construction projects, and/or the preservation of the environment through adherence to county, state and federally mandated regulations.
• Perform research, analyze, prepare, and/or manage complex environmental documents including Environmental Impact Reports (EIRs); provide technical expertise in comprehensive land use drainage or TIP planning activities; evaluate and/or review field checking project entitlement plans, grading plans, water quality improvement plans for TIP, drainage projects, or land use developments.
• Provide project management support on an array of technically complex projects related to hydrologic data collection of storm water. This includes the hardware and software associated with the data collection, maintenance and monitoring of storm events.
• May testify in court proceedings or other administrative hearings as an expert witness in areas within assigned purview.
MINIMUM QUALIFICATIONS Education: Graduation from an accredited college or university with a bachelor's degree, preferably in engineering, physical, chemical, environmental, or biological science, planning, public administration, urban or physical geography, geology, architecture, or closely related field to the assignment. An advanced degree in a scientific field of study is highly desired.

Experience: Four years of professional transportation land use or water resource planning experience, which included two years of experience with responsibility for project oversight in a lead, supervisory, administrative, or managerial capacity.
License/Certificate: Possession of a valid California Driver's License is required.
Physical Requirements: Field work and site visits are a requirement for this position. This will require walking over uneven terrain and in inclement weather.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months. CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to < 108> 108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1, 800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2, 000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50, 000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10, 000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
