ABOUT THE POSITION

The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.

The Riverside County Flood Control and Water Conservation District is seeking an Engineering Aide or Engineering Technician I level to support the District's Developer Services Division in Riverside. Developer Services includes Development Review, Plan Check and Contract Services, which review and coordinate with proposed land developments throughout our District.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

This is an indoor office position, the incumbent will be responsible to manage the front counter, phone, and email inquiries, including screening calls and providing routine information through research. Also, the selected candidate will support administrative duties, including logging submittals, updating and maintaining accounts and databases, preparing correspondence, and creating exhibits. Additionally, the incumbent will work independently and assist project engineers and staff with various tasks as needed.

The selected candidate will possess experience interacting with the public, consultants, and external entities; proficiency in converting hard copy documents into electronic files, organizing various files, and maintaining document search catalogs. Also, should have computer literacy with strong knowledge of Microsoft programs (Word, Excel, etc.) and have experience assisting engineers in retrieving documents and reports from various sources. An eagerness to learn, strong communication skills, and problem-solving abilities are also important for success in this role.

The most competitive candidates will possess prior knowledge of floodplain or land development requirements, proficiency in reading civil engineering plans, proficiency in utilizing Microsoft programs (Word, Excel, Access, etc.), and exceptional customer service skills.

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.

EXAMPLES OF ESSENTIAL DUTIES
Engineering Aide:

• Answer public inquiries at the front counter and over the phone, screening calls by gathering necessary information and researching internal databases to provide routine information to the public.

• Convert hard copy documents and data into electronic files, including scanning and digitizing plans.

• Compile and organize various files, including revising and maintaining document search catalogs.

Engineering Technician I:

• Identify storm drain improvement plans, final tract/parcel maps, hydrology and hydraulics reports, environmental documents, and conditions of approval.

• Understand and apply the requirements for developing in a floodplain.

• Read and interpret civil engineering plans and drawings, ensuring compliance with District and County standards and ordinances.

MINIMUM QUALIFICATIONS
Engineering Aide:
$21.05 - $29.87 Hourly
$43, 782.90 - $62, 131.22 Annually

The Engineering Aide is a natural progression underfill for the Engineering Technician I. Incumbents are eligible to promote to Engineering Technician I upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

Knowledge of: Mathematics, including the elementary principles of algebra and geometry as applied in sub professional engineering work. An understanding of language used in legal descriptions of survey maps and documents.

Ability to: Learn the techniques and practices involved in assigned sub-professional engineering work; perform mathematical computations; keep clear and accurate notes; perform simple drafting; understand and follow oral and written directions; work cooperatively with others.

Engineering Technician I:
$ 24.78 - $38.92 Hourly

$51, 541.31 - $80, 957.40 Annually

The Engineering Technician I is a natural progression underfill for the Engineering Technician II. Incumbents are eligible to promote to Engineering Technician II upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

OPTION I

Experience: Two years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, blueprint reading, mathematics, computer graphics, or GIS may substitute for the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)

OPTION II

Certificate: Valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of sub-professional engineering experience.

ALL OPTIONS

Knowledge of: Elementary algebra, geometry and trigonometry as they apply to engineering; manual and automated drafting techniques; Ability to: Make accurate engineering computations; follow oral and written directions; prepare clear and accurate diagrams and drawings from field notes and rough sketches; tabulate and analyze data and prepare reports; learn techniques of manual and automated drafting; work in a group setting and maintain effective working relations with others.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50, 000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
