Description:

The County of Riverside's Department of Public Social Services seeks an Administrative Services Supervisor who will be assigned to the Workforce Connection (WFC) Team, located in Riverside. The Self Sufficiency Division provides support to WFC programs by monitoring contractual agreements, processing payments, maintaining budgets, administering databases and providing general support to WFC units.

The selected candidate will be responsible for the administrative and operational activities of WFC programs. They will be responsible for, but not limited to, participating in County Rapid Improvement Events (RIEs) to improve Department processes and procedures, and serve as an active member and department representative on various committees and community workgroups, and attend state and national conferences (i.e Continuum of Care (CoC), HMIS Administrators and CES oversight committee). Additionally, the incumbent will review policies based on legislative changes, serve as a Subject Matter Experts (SME) the ESE, FSS and HSP programs, and review and monitor program budgets for contract compliance.

Qualified candidates must have administrative or operational experience with Welfare-to-Work or CalWORKS programs within a public social services agency.

The most competitive candidates will have knowledge of public social services contracts such as Subsidized Employment (ESE), Family Stabilization Services (FSS), Housing Support Program (HSP), Work Experience/Community Service (WEX/CS). As well as strong knowledge in Excel and PowerBI, Tableau, and Customer Relationship Management (CRM) software. Lastly, the department seeks candidates that possess and demonstrate excellent time management skills, strong multitasking skills, effective project management skills, and professional speaking abilities.

The Riverside County Department of Public Social Services (DPSS) is comprised of employees who work collectively and in partnership with community-based organizations to serve the needs of the community.

The Riverside County Department of Public Social Services (DPSS) provides services and assistance to protect and empower vulnerable people in our community.• Plan, supervise and conduct studies of administrative and operational activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, workflow, and space utilization.

• Coordinate the preparation of a division or unit budget; analyze need for budget items requested to determine whether or not items are justifiable, based on program objectives and priorities; make recommendations for the transfer of funds; review financial data on an on-going basis to ensure conformance with established guidelines.

• Recommend and establish contract forms and procedures; monitor adherence to contract terms; may research availability and applicability of grant funding.

• Direct office service units such as duplication service, communications service, supply room, central files, information units, and the coordination of building maintenance services.

• Develop and recommend policies and procedures; develop written procedures to clarify or describe standard practices; coordinate the publication and dissemination of procedures.

• Review present and pending legislation to determine effect on departmental operations and programs; participate in various meetings and present and/or gather data to assist management in making administrative and operational decisions.

• Direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of a variety of professional, administrative and clerical support tasks. OPTION I Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Two years of professional experience in an administrative capacity, which must include a minimum of one year of journey level experience.

OPTION IIEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Four years of paraprofessional or technical experience in an administrative capacity, which must include a minimum of two years of journey level experience.

ALL OPTIONSKnowledge of: The principles and practices of public and/or business administration; principles and practices of organizational analysis, fiscal management, budget preparation and control and contract monitoring and personnel management; principles and practices of supervision.

Ability to: Analyze administrative problems, reach practical and logical conclusions, and put effective solutions into practice; develop cooperative working relationships; plan, organize, train, supervise and evaluate the work of others; prepare clear and concise reports.Application Status
