Description:

The County of Riverside's Purchasing Unit at Riverside University Health System (RUHS) - Medical Center is seeking an Administrative Services Officer to join our team in Riverside.

The Administrative Services Officer will drive operational improvements and ensure compliance within RUHS's Purchasing, Contracting, and Value Analysis units. The Administrative Services Officer will develop and oversee budgets, conduct cost-effectiveness and value analysis reviews, and coordinate priority contracts to ensure deadlines and service needs are met. Responsibilities include facilitating committees and staff meetings, as well as supervising assigned staff by providing guidance and managing recruitment, onboarding, training, performance, and discipline as needed. The role oversees contract administration activities including spend monitoring, renewals, amendments, and Board submissions (Form 11s). Additionally, the position oversees staff responsible for developing, issuing, and managing RFPs, RFQs, and RFBs for hospital goods, services and public works projects. This position will be required to travel frequently between several of our locations in Riverside and Moreno Valley. A valid California Driver's License is required.

The most competitive candidate will have strong experience with governmental contracts and compliance requiremnets, including at least one (1) year of direct experience in public works contracting processes and regulations.
Desired Qualifications:
  • Experience with governmental contracts and compliance requirements
  • Knowledge of public works contracting processes and regulations
  • Background in value analysis - assessing cost-benefit and effectiveness of supplies, equipment, or contracted services
  • Experience developing and administering hospital service and supply contracts
  • Knowledge of Form 11 preparation (Board Letters) and County approval processes
  • Experience using PeopleSoft for purchasing, budgeting, procurement, or contract administration
  • Proficiency with SAP software for contract monitoring
Schedule:
9/80 Friday - Day Shift
A hybrid schedule may be available after the initial training period, at the department's discretion; however, regular on-site presence will be required the majority of the time.

• Prepare and assemble budget documents for administrative review; review expenditures for compliance with approved budget plan.

• Interview and recommend on employment of job applicants.

• Plan, organize and manage office service units, such as the general and fiscal clerical, duplication service, communications service, supply room, central files, information units, and the coordination of building maintenance services.

• Develop and approve programs for the effective utilization of office space, forms, supplies equipment, and other property.

• Make cost and procedures studies of services and maintenance operations and make changes to promote more efficient production; develop production standards.

• Revise procedures and manuals and direct the instruction in their use.

• Supervise the keeping of property records and requests for purchase of major items of new property or repair of existing property.

• Confer with representatives of other agencies in County departments on administrative, fiscal, and budgetary reports.Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Three years of professional administrative experience, which must include a minimum of two years in a lead or supervisory capacity.
