Description:

Planned Parenthood of Orange and San Bernardino Counties has a full-time opportunity for a Director of Finance in Anaheim, CA.

The purpose of the position is to lead and direct activities within the Finance Department for all financial reporting requirements, both internal and external. The position also manages the Payroll, Accounts Payable, Financial Reporting, Planning, and Analysis functions. Responsible for developing and implementing improved accounting and financial reporting policies and procedures under the direction of the VP of Finance. In addition, this position will collaborate with stakeholders for developing procedure margin analysis, etc., as well as support the operation of our health centers with analytical and productivity information under the direction of the VP of Finance. A key component of this position is hands-on support in compiling and delivering accounting and financial information to management and gathering, analyzing, and presenting financial and operational information to improve decision-making throughout the organization. Financial reporting includes monthly and year-end financial statements; budget variance analysis for multiple corporations (PPOSBC’s 501C3 and 501C4); grant budgets, billing, and reporting; collection reporting and patient accounts receivables reconciliations, etc. Responsibilities include the maintenance of all accounting and financial management records and analysis to enable management to be fully informed in a timely fashion about the financial position of the organization. All external filings for city, county, state, and federal filings are also the responsibilities of the Controller.

Responsibilities

Essential Functions: Essential functions encompass the required tasks, duties and responsibilities performed as part of the job and the reason the job exists.

  • Oversees certain general and grant accounting, patient accounting reconciliation, regulatory reporting, and tax and financial reporting functions.
  • Directly supervises the accounting, accounts payable, and payroll staff.
  • Oversees the Payroll Manager and all payroll functions.
  • Assists in the preparation of monthly and annual financial statements in accordance with GAAP regulations for all entities (C3 and C4).
  • Prepare patient revenue recognition in collaboration with Revenue Cycle Management team.
  • Oversee monthly journal entries for all entities (C3 and C4). Compiles and reports variances to the VP of Finance along with monthly financial statements.
  • Oversee/prepare external filings such as property and sales tax documents and returns and OSHA reporting.
  • Responsible for oversight of all daily cash accounting, including reconciliation of bank statements.
  • Responsible for filing various monthly, quarterly, and annual reports for all entities (C3 and C4) to city, county, state, and federal agencies.
  • Make recommendations to improve financial report systems, disbursement, payroll policies, and procedures.
  • Collaborate with Analysis team on the following:
    • Develop service line and procedure costs and profitability analysis.
    • Conducts price and rate analysis based on costs and assists in the development of sliding fee scales.
  • Ad hoc support for any troubleshooting of systems managed by Finance.
  • Responsible for developing and updating financial and patient accounting procedures manual.
  • Review and correlate the annual external audits of the C3 and C4; prepare and support other audits from other agencies, e.g., Planned Parenthood Federation of America.
  • Interact with Executive Team on matters of tax, external regulatory reporting, and budget development and reporting, both annual and monthly performance reporting.
  • Perform other duties and projects as may be assigned by the VP of Finance.

Non-Essential Functions:

  • Healthcare professional fee billing experience preferred.
  • Contract and Grant experience preferred.
  • Must have excellent interpersonal, problem-solving, analyzing, and communication skills.
  • Must have a basic interest in family planning and accept the philosophy of Planned Parenthood.
  • Other duties as assigned

Qualifications

Minimum Education:

  • Bachelor’s degree in Accounting, Finance, or a related field required.
  • Master’s degree in Accounting or CPA is a plus.

Minimum Work Experience:

  • A minimum of 8 years of previous hands-on accounting, patient accounting, and financial reporting and analysis experience.
  • Relevant understanding and experience with US GAAP and Not-for-Profit accounting.
  • Knowledge of Medicare programs in California (primarily Medi-Cal, Medi-Cal PE, and FPACT), Medi-Cal managed care, and commercial payers
  • Current or recent experience in a healthcare industry preferred non-profit setting is also a plus.

Supervisory Experience:

  • A minimum of 5 years of management experience.
  • Demonstrated ability as an effective leader, including coaching and team-building skills.
  • Strong written, verbal, and interpersonal skills.
  • Budgeting experience.
  • Excellent strategic planning skills.
  • Must be self-motivated and have the ability to work without direct supervision.
