Job Summary

Responsible for providing operational management support for Special Programs supporting TRICARE beneficiaries eligible for Special Programs including but not limited to Extended Care Health Options (ECHO) benefits and the Autism Care Demonstration (ACD) Programs. Under direction from the Director of Case Management (CM), Special Programs this Manager develops and implements the operational program components to optimize CM and Care Coordination strategies and goals, and policies and procedures to ensure compliance with contract standards.

Education & Experience

Required:

• Bachelor's degree in Business, Healthcare Administration, or similar or equivalent experience
• Minimum of five years' leadership experience in operations with progressively increasing management experience in performance improvement, and program development.
• Experience with performance improvement and workforce management tools and ability to use in management of administrative staff
• Experience using data and data analysis to improve efficiency and effectiveness of program operations
• Experience creating performance reports and dashboards using MS Office
• Must be a U.S. Citizen
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation

Preferred:

• Medical Claims, healthcare benefits, and/or DOD Medical Management experience
• Medical Call Center experience
• Experience in programs supporting children with disabilities, TRICARE ECHO and/or Autism Care
• Veteran, Military Spouse or military affiliated

Key Responsibilities

• Supports operational leadership of CM Special Program functions and staff to ensure compliance with contract requirements and adherence to contract deliverables.
• Builds performance tracking, analysis and reporting tools and dashboards.
• Monitors day-to-day operational performance of the CM Special Programs team to identify and provide solutions for barriers to providing excellent service to beneficiaries.
• Systematically evaluates the quality and effectiveness of special programs and other related clinical operations, analyzing appropriate data and information to identify areas of improvement; develop and implement performance improvement initiatives and monitor and intervene to ensure continued trends in a favorable direction.
• Manages activities necessary to ensure appropriate utilization of resources and develops workforce management strategies and processes to optimize efficiency and effectiveness.
• Participates in the development of performance measures and ensures processes are in place to monitor the impact of programs and services on being managed.
• Supports new employee orientation and training as needed.
• Ensures resources and processes are in place to maintain adherence to accreditation standards, contract policy, contractual requirements, and nationally recognized practice standards.
• Participates in development of job aids, desk procedures, education and auditing to support uniform application of programs and compliance with program policy and standards.
• Participates in interdepartmental committees and/or workgroups that are pertinent to areas of responsibility.
• Performs other duties as assigned.

Technical Skills: Knowledge of TRICARE policies and procedures and role in medical management of Case Management, Utilization Management, Managed Care concepts, Behavioral Health practices and principles, Medicaid and Medicare eligibility requirements and benefits, community resources, alternative funding programs, medical management systems, and protected health information.
