Job Summary

Reporting to the Chief Human Capital Officer, this role develops and supports the strategies that will position the company for growth and success. The Director will lead and oversee the Compensation, Benefits, and HRIS functions, with responsibility for designing, implementing, and managing departmental programs. This role ensures all initiatives are cost-effective, legally compliant, and strategically aligned with TriWest's goals, driving excellence and operational optimization across all areas.

Education & Experience

Required:

• Bachelor's degree in Human Resources, Business Administration or related field or equivalent experience
• 10+ years of progressively responsible Human Resources Management experience including experience in Benefits, Compensation, and HRIS management or expertise in at least one of the disciplines
• 5+ years of leadership experience to include leading teams, strategic planning and vendor management
• Deep knowledge of compensation structures, benefits administration, and regulatory compliance

Preferred:

• Executive compensation experience
• Thorough knowledge of SCA compliance
• Multi-state benefit administration experience
• Experience working for a federal contractor
• SPHR, CCP, CEBS or similar professional designation

Key Responsibilities

• Lead and develop high performing teams in Compensation, Benefits and HRIS. Supervise staff, ensure goals are being met and the teams are meeting business needs. Coach, train and manage teams to ensure optimal employee engagement and performance.
• Manage Compensation, Benefits and HRIS projects and collaborate with PeopleSoft third party administrator, Human Capital function leads, Finance, Legal and Information Technology.
• Lead enhancements to PeopleSoft and HRIS systems to meet evolving business needs. Collaborate with developers and project managers to define, monitor, and deliver on business requirements, project milestones, and budget targets. Advance reporting capabilities and data analytics to inform strategic decision-making. Uphold data integrity, enforce system security, and ensure compliance with data privacy regulations.
• Oversee the development and optimization of the PeopleSoft HRIS functions, including providing direction to the third-party administrator. Drive optimal functionality of the PeopleSoft system and ensure effective processes. Develop security requirements and drive data integrity efforts. Ensure accuracy, timely processing, and prompt problem resolution.

• Lead market analysis and benchmarking initiatives to ensure competitive and equitable compensation practices. Oversee the design and implementation of Compensation, Benefits and HRIS programs that balance cost control with market competitiveness, operational efficiency, and motivate engagement. Conduct internal equity assessments and establish best practices to promote fairness and consistency.
• Ensure adherence to all compensation, benefits, and HRIS-related laws and regulations.
• Direct the design, administration, and evaluation of health, wellness, retirement and other employee benefits programs.
• Ensure compliance with all applicable federal, state, and local regulations, for internal control purposes and government reporting purposes. Direct compliance reporting such as AAP, ACA, and OSHA. Consult with Legal department on compliance issues.
• Oversee filings, and required reporting such as 5500, Non-Discrimination Testing.
• Negotiate and manage relationships with vendors and consultants to optimize program effectiveness and cost-efficiency.

• Co-administer TriWest's 401(k) program. Interface with third-party administrators and other vendors on contract negotiation, competitive pricing, and service level issues.
• Develop and maintain Human Capital policies regarding ergonomic and wellness programs.
• Take active steps to maintain expert-level knowledge on benefit plans. Ensure service standards are maintained on employee benefits, and wellness programs.
• Evaluate and recommend benefits offerings to enhance employee well-being, engagement, and retention.
• Regular and reliable attendance is required.

• Serve as a business partner and subject matter expert to provide advice, counsel, and human capital data reporting and analysis to senior management leaders, Human Capital partners and other stakeholders.
• Oversee benefit and compensation programs. Identify and support process improvements. Ensure compliance requirements.
• Design and manage the development, implementation, administration and communication of compensation, benefit and wellness related programs including base pay, incentives, Health and Welfare and Retirement.
• Manage job classification and reclassification processes, and direct annual compensation review cycles, including budgeting and program updates. Collaborate closely with internal human capital partners to align compensation strategies with broader organizational goals.
• Design and manage comprehensive job architecture, salary structures, incentive plans, and equity programs. Lead the development and administration of job descriptions, evaluations, compensation surveys, pay frameworks, and budget planning. Ensure all initiatives align with TriWest's strategic goals and core values, while remaining competitive and fiscally responsible. Serve as a trusted advisor to leadership on compensation strategy, pay decisions, and compensation policies.

Technical Skills: Comprehensive knowledge of employee compensation and benefit programs; knowledge of Human Resources policies and practices, benefit and employment laws and regulations, and PeopleSoft or similar HRIS system, and government reporting obligations; proficient in MS Office and advanced in Excel; negotiation, presentation, and proposal writing skills.
