This position is contingent on a contract award.
Provides executive oversight and operational leadership for all clinical services delivered under the Fleet and Family Support Program (FFSP), including Clinical Counseling, Advocacy, and Prevention (CAP), and the Sexual Assault Incident Response Line (SAIL) programs. Delivers high-quality, compliant, and coordinated clinical services across all installations and virtual modalities. Supervises program-level leadership, monitors performance, and serves as a primary liaison for the Commander, Navy Installations Command (CNIC) clinical stakeholders.
- Oversees clinical program execution for CAP and SAIL service lines, ensuring alignment with CNIC policies, licensing requirements, and the Performance Work Statement (PWS). Supervises the CAP and SAIL operational leadership, ensuring coordination across clinical services and consistency in supervisory practices. (40%)
- Coordinates with internal HR, credentialing, and quality assurance (QA) teams to ensure proper onboarding and continued professional development for all clinical staff. Monitors compliance with clinical licensure, credentialing, and supervision requirements for all clinical staff (e.g., counselors, case managers, social services associates). (30%)
- Provides strategic leadership and operational problem-solving related to clinical staffing, resource allocation, and surge capacity. Leads risk management, clinical escalation, and high-profile case response in coordination with CNIC and installation leadership. (10%)
- Supports the development and implementation of QA tools, performance dashboards, and staff training plans for clinical service lines. Reviews and approves clinical documentation protocols and ensures data integrity in systems such as the Fleet and Family Support Management Information System (FFSMIS). (10%)
- Acts as primary back-up to the overall Program Manager for clinical matters and represents the program in CNIC briefings or audits as needed. (10%)
Other Job RequirementsResponsibilitiesMaster's degree from an accredited graduate program in Social Work, Clinical Counseling, Psychology, or related behavioral health field.
10+ years of post-master's clinical experience.
5+ years of management and leadership experience.
Experience in a leadership role involving operations, business development, and general management experience in federal contracting.
Prior work experience with or a combination of professional/military experience in DoD, VA or civilian agencies.
Outstanding organizational leadership skills and exceptional skills with client relationships.
Strong written and oral communication skills.
Strong execution skills.
Ability to build, lead and retain diverse, multi-functional high-performing teams comprised of former government and military veterans.
