Purpose of Position: Serves as the Operations and Plans Specialist, responsible for all activities related to operations and plans in support of the Regional Operations Directorate. Coordinates the centralized development, planning, integration, and coordination of a comprehensive operations and plans program that supports and facilitates the achievement of USASACs mission, goals, and objectives. Serves as the primary interface, liaison, and coordinator between HQ USASAC Operations Directorate, HQ DA, HQ TRADOC, HQ AMC, other MACOMs, and tenant elements on all matters related to operations and plans. Duties and Responsibilities (Essential): Coordinates mission and mission-support projects, taskings, actions, and programs received or assigned by the Director, Deputy Director for Regional Operations, or Director of Operations that impact the mission success of the Directorates, Country Program Managers, and Central Case Managers. Conducts comprehensive functional and operational analyses of all projects, which are typically critical and complex in nature and characterized by impacts across organizational, mission, functional, and operational lines; conflicting goals and guidance; and variables and variances in operations among unique components and organizational units. Evaluates the progress of ongoing programs and makes operational decisions to support mission requirements. Establishes coordination and integration requirements, generally involving multiple organizations throughout higher headquarters, lateral organizations, and other HQ AMC staff offices within the Security Assistance Enterprise. Defines and/or clarifies intent, objectives, and requirements and resolves conflicts with senior officials to ensure USASAC interests and requirements are satisfied. Plans, organizes, schedules, and negotiates prepotency issues when ownership is difficult to define or crosses staff lines, making assignments on behalf of the Director, Deputy Director, or Operations Directorate. Focuses on horizontal and vertical connectivity and communication when orchestrating taskings to ensure critical actions are properly handled within prescribed timelines and account for identified mission and operational requirements. Coordinates the review and analysis of completed projects for technical quality, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with established objectives. Identifies deficiencies and shortfalls, determines corrective actions, and directs revisions. Ensure final products accurately represent the facts and organizational philosophy and appropriately respond to identified issues. Oversee the operation and maintenance of formal action and suspense-tracking systems, the processing of incoming classified and unclassified communication traffic, and the transmittal of messages. Coordinates, prepares, attends, and/or presents a myriad of recurring and one-time conferences, classes, and briefings, including Directorate overviews for visiting VIPs and foreign dignitaries, the Equipment Distribution Review Board (EDRB), Top Ten submissions, PowerPoint charts, battle rhythm charts, weekly one-liner support, and key directed operational meetings. Coordinates short- and long-range event calendars; collects, coordinates, updates, and disseminates current information on USASAC-wide issues and special events. Determines and recommends the sequence and timing of key program events and milestones, decision-making methods, and alternative approaches to achieve established mission goals and facilitate USASAC involvement and roles in significant events and activities. Ensures USASAC interests and requirements are coordinated across the Security Assistance Enterprise and are consistent with key mission priorities. Identifies, plans, organizes, schedules, directs, and coordinates special studies and projects and related actions to ensure mission and mission-support program objectives are met. Coordinates and implements analyses of ongoing and proposed program efforts to ensure compliance with management objectives, approved resources, milestone and schedule executability, and user requirements. Establishes and maintains positive working relationships to gain an understanding of current issues, activities, projects, and operational problems that have the potential to impact current and long-term operations. Reviews and analyzes applicable operations and plans directives and policies issued by DOD and HQDA. Determines their impact on current operations and prepares USASAC implementing policies and procedures. Keeps abreast of new and revised policies, procedures, regulations, directives, legislation, and other applicable guidance. Determines the need to develop and issue policy plans and instructions for proper integration and implementation. Reviews HQ AMC and HQ USASAC tasking actions assigned to the Directorate and provides recommendations regarding directorate/division assignment. Reviews actions for completeness, timeliness, format, and content. Reviews Lessons Learned documents and coordinates internal Operations Division staffing of required capability documents, lessons learned, draft publications, and other documents for review and comment. Coordinates Operations Division actions and products, including the Standard Operating Procedure, Action Officer Orientation Course, DISAM Orientation Course, DISAM Online Course, DASA-DEC, HQ AMC, HQ USASAC, FAR, ITAR regulations, and the Operations Division Organizational Briefing. Qualifications: Minimum/General Experience: Active Secret or high Government Security Clearance. A minimum of six years of experience in military plans and operations Minimum Education: Bachelors Degree in such disciplines as Operations Research, Physical Sciences, Mathematics, Business/Finance, Accounting, Economics, Human Resource Management, Education, Social Science, Strategic Studies, Foreign Policy, International Studies, Political Science, Liberal Arts, or other related discipline from an accredited training institution with a curriculum or major field of study which provides substantial knowledge closely related to the task. Functional Responsibility: o Based upon broad knowledge of the organization and its mission; reviews studies, reports and other correspondence to ensure data and conclusions are fully integrated with organizational programs, goals and strategies. o Analyzes patterns to make meaningful recommendations that will enhance efficiency, inform decision making and help shape strategies for organizational improvement. o Assists Level I and Level II Analysts as needed to define and analyze problems and make recommendations.
