ALASKA HOUSING FINANCE CORPORATION is hiring a Housing Case Manager I - Temporary (Soldotna) in Soldotna, AK. This is a full-time position.
HOUSING CASE MANAGER I Position Summary: Supports the administration of low-income housing program case management with an independent case load. This position offers an opportunity to make a meaningful impact in the community by ensuring access to essential housing resources for those in need. Reports to: Program/Regional Manager or Designee OVERVIEW This position is part of a dynamic team committed to providing Alaskans access to safe, quality, affordable housing. The ideal candidate will possess competencies to analyze and assess housing programs related to the Housing Choice Voucher programs. As a case manager, this position is responsible for on-going client centered housing support to ensure housing criteria are met. The ideal candidate must be able to think independently, assess family scenarios within the confines of housing regulations, convey accurate information, and maintain the utmost professionalism when communicating both favorable and unfavorable messages. The Housing Case Manager I serves as an entry level case manager, work which is typically characterized by oversight of a smaller client case load. This role is distinguished from the Housing Case Manager II by the latters responsibility to independently perform the full scope of affordable housing case management and application of detailed policies and procedures SUPERVISION RECEIVED AND EXERCISED: Non-exempt, non-supervisory EXAMPLES OF DUTIES This position is responsible for daily client case management within a low-income rental assistance program(s) such as: Housing Choice Voucher and may include up to two referral programs such as Fostering Youth to Independence Vouchers or Emergency Housing Vouchers. Key responsibilities include, but are not limited to, the following: 1. Client Interactions: a. Communicates housing program requirements to individuals/groups effectively and in easy-to-understand terms. b. Interacts with a diverse social economic population and a wide array of external agencies. c. Provides information on grievance procedures or fair hearings; d. Offers appropriate community resource referrals. 2. Program Compliance: a. Carry out program duties in alignment with all applicable housing regulations, policies and procedures related, but not limited to: b. Civil and Disability rights; c. Rental integrity; d. Data privacy laws. 3. Day-to-day program operations: a. Oversees Housing Choice Voucher and assigned referral program client files b. Informs owners of program requirements including HUD inspection standards c. Completes accurate adjustments to rent computations in compliance rental standards. d. May conduct inspections of private units and document results. e. Works closely with unit inspector to coordinate inspections. f. Document all actions (i.e. income, asset and family data) accurately in electronic client record using housing management software. Ensures all information entered in electronic client files agree with the supporting documentation. g. May collect data on private, unassisted units to maintain a database of comparable units as needed. 4. Other duties as assigned Knowledge, Skills and Abilities Knowledge of: Microsoft office products, web-based training tools, proficiency in business English and mathematics; effective communication techniques, knowledge of regulations governing assisted housing programs. Reasonable knowledge of the community, social & economic resources available Skills in: Strong problem solving and critical thinking skills, effective time management and organizational skills; perform detailed mathematical computations; and proficient interviewing techniques. The employee identifies work that needs to be done, prioritizes, coordinates efforts and performs the tasks. Frequently required to exercise personal judgment in making decisions in completing assignments. Ability to: Develop and present rational conclusions, comprehend written material; establish and maintain effective working relationships; understanding and implementing regulations and procedures navigate federal regulations and handbooks related to the housing programs operated; complete required training to maintain program proficiency. Exercises discretion and independent judgment pertaining the housing choice voucher program. Effectively interprets, communicates HUD programs policies. MINIMUM QUALIFICATIONS: High school diploma or GED with two (2) years experience including general office practices to include clerical duties such as typing, filing, and copying. Basic computer proficiency, including email, word processing, and document preparation (preferably in Word and Excel). Office experience to include case management, or a position with similar related duties or can substitute relevant experience. Must have valid Alaska Drivers license (or be able to obtain one within five (5) calendar days of beginning employment) and show proof of good driving record, when requested. Other: Within four months of date of hire obtain housing unit inspection certificate such as NSPIRE Accredited Compliance Expert (NSPIRE-ACE) or equivalent. Successfully complete all orientation and ongoing assigned program trainings. Substitution: Related business college courses or degree may be substituted for required experience on a year for year basis. This is a full-time temporary position (up to 6 months) with no benefits.
