SUMMARY:
As a strategic partner to the business, this role is responsible for embedding a culture of compliance and ensuring that compliance is seamlessly integrated into daily operations. The successful candidate will lead and operationalize the HCC program for the Innovative Medicine (“IM”) Japan sector, aligning business practices with both global and local compliance program requirements. This includes adherence to Johnson & Johnson’s HCC Framework, HCBI Guide, global and regional Standard Operating Procedures (SOPs), as well as local laws, regulations, and industry codes such as the Fair Competition Code, JPMA Code, and anti-corruption laws, specifically the Foreign Corrupt Practices Act (FCPA). As the successful candidate addresses challenges and seeks improvements within the HCC program, the candidate can contribute to the compliant and strong growth of business partners. This role is located in Tokyo, Japan.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Reporting directly to the Group Manager responsible for the HCC program monitoring and compliance management for IM Japan, this position, together with other team members, plays a pivotal role in maintaining and strengthening ethical and compliant HCC operations specifically “Program Enhancements” and “Monitoring Initiatives” within IM Japan.
Shape Program Enhancements & Drive Program Design Innovations:
· Assessing the implementation and effectiveness of the HCC Framework and HCBI Guide within assigned risk areas, providing actionable feedback to stakeholders, identifying potential risks, and recommending mitigation strategies.
· Developing HCC training & communication focused on compliance with internal and external guidance on the focus areas and delivering appropriate trainings to covered employees at various levels.
Execute Monitoring Team Initiatives:
· Monitoring the lawful and ethical execution of IM Japan’s business activities, interactions involving transfers of value with health care professionals (HCPs) and government officials, and provision of scientific and promotional information, ensuring all activities align with internal policies, applicable laws, and industry standards.
· Ensuring promotional materials for external use are managed in a manner consistent with applicable J& J policy, laws, regulations, and codes.
Culture
· Partnering with the business to foster a culture of accountability, drive compliance ownership, and support ethical decision-making by the business.
· Ensuring compliance at the highest ethical standards, this position supports IM Japan in maintaining its strong reputation and operational excellence in Japan.

· Interfacing with global and regional HCC subject matter experts to share approaches and best practices.
EDUCATION and EXPERIENCE:
· Bachelor’s degree required; Post-graduate qualification, or other advanced degree or equivalent experience preferred.
· A minimum of five (5) years of experience in the pharmaceutical or medical devices industry, preferably in HCC or ethics and compliance field (or it could be regulatory, legal, medical affairs, audit, commercial excellence, R& D and safety).
· Knowledge of anti-corruption laws, regulations, and industry codes and Japanese promotional activity guidance.
SKILLS and ABILITIES:
· Ability to make and stand by difficult decisions.
· Strong logical and analytical skills.
· Independent and objective thinking, with the ability to advance ideas and influence others.
· Effective management of conflicts in an open and constructive manner.
· Curious by nature with a strong interest in serving patients with integrity.
· Experienced in people development and management, a plus.

· Native level in Japanese with excellent reading, writing, and verbal skills, especially to clearly understand and desirably communicate the science.
